NOTIFICATION
New Delhi, the 22nd May, 2024
G.S.R. 289(E).—In exercise of powers conferred by sub-section (1) read with clause (d) of sub-section (2),
of section 25 of the University Grants Commission Act, 1956 (3 of 1956), the Central Government hereby makes the
following rules further to amend the University Grants Commission Recruitment Rules, 2016, namely:—
1. (1) These rules may be called the University Grants Commission Recruitment (Amendment) Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule to the University Grants Commission Recruitment Rules, 2016 relating to the post of Deputy
Secretary, in column (11), for the entry, the following entry shall be substituted, namely:—
"Promotion: Out of the promotion quota, 50% posts shall be reserved for Under Secretaries and other 50% posts for
the Education Officers in the Commission. The Under Secretaries and Education Officers in the Commission, with at
least five years continuous regular service in their respective grades, shall be eligible for promotion in the ratio of 1:1.
Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed probation period for promotion to the next higher grade along with their juniors who have already
completed such qualifying or eligibility service.
Note 2.- In case eligible officers are not available in a grade, the vacancy shall be filled in by an officer from the other
grade on rotation basis. However, the prescribed ratio shall be strictly maintained.
Deputation.- Officers under the Central Government, State Government, Universities and autonomous bodies,-
(a) (i) holding analogous posts on a regular basis in the parent cadre or department;
or
(ii) with five years service in the grade rendered after appointment thereto on regular basis in pay band-3
(Rs.15600-39100) with grade pay of Rs. 6600 or equivalent in the parent cadre or department; and
(b) possessing the following qualification and experience,-
five years of experience in educational administration.
Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately
preceding this appointment in the same or some other organisation or department of the Central Government shall
ordinarily not exceed four years.
Note 3.- The Maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last
date of receipt of applications.
