The Ministry of Environment, Forest and Climate Change, on August 22, 2025, issued Notification G.S.R. 569(E), exercising powers conferred by Section 3 of the Environment (Protection) Act, 1986 (29 of 1986). This notification supersedes S.O.2504(E) dated May 30, 2022. The Central Government has constituted the National Designated Authority for the Implementation of Article 6 of the Paris Agreement. This action is taken in light of India being a Party to the United Nations Framework Convention on Climate Change, having ratified the Kyoto Protocol and its Doha Amendment, and the Paris Agreement, which establishes mechanisms under Article 6 for achieving greenhouse gas emission reduction goals through voluntary international cooperation. The National Designated Authority is tasked with carrying out host Party responsibilities, ensuring sustainable development and environmental integrity by evaluating, approving, and authorizing projects under Article 6 mechanisms. The Authority comprises a Chairperson (Secretary, Ministry of Environment, Forest, and Climate Change), an Additional Secretary, a Joint Secretary (Climate Change Division), and representatives from various Ministries including External Affairs, Economic Affairs, Promotion of Industry and Internal Trade, New and Renewable Energy, Power, Agriculture and Farmers Welfare, Science and Technology, NITI Aayog, Steel, Ports, Shipping and Waterways, Civil Aviation, Petroleum and Natural Gas, NATCOM, Bureau of Energy Efficiency, an Economic Adviser, a Director (Climate Change Division), and a Divisional Head, with a Joint Secretary (carbon markets) serving as Member Secretary. Its functions include issuing directions, recommending activities for emission reduction unit trading under Article 6.2 and 6.4, evaluating and authorizing projects, maintaining a registry through the Indian Carbon Market administrator, ensuring transition of pre-2020 Clean Development Mechanism projects, approving fees, and establishing supporting sub-committees, with remuneration as per General Financial Rules 2017. The Member-Secretary is responsible for day-to-day activities and reports to the Apex Committee for the Implementation of Paris Agreement and the Central Government. L.-33004/99 The Gazette of India CG-DL-E-23082025-265661 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 525] NEW DELHI, FRIDAY, AUGUST 22, 2025/SHRAVANA 31, 1947 5596 GI/2025 (1) MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 22nd August, 2025 G.S.R. 569(E).— Whereas, the Central Government proposes to issue the following notification in exercise of the powers conferred by section 3 of the Environment (Protection) Act, 1986, (29 of 1986) and in supersession of the notification published in the Gazette of India vide S.O.2504(E) dated the 30th May, 2022, regarding the National Designated Authority for the Implementation of article 6 of Paris Agreement; And whereas significant enhancements have been introduced during the negotiations at the Conference of Parties to ensure effective operationalization of Article 6 mechanisms of the Paris Agreement; Whereas, India is a Party to the United Nations Framework Convention on Climate Change and the objective of the Convention is to achieve stabilisation of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system; And whereas, India has ratified the Kyoto Protocol and the Doha Amendment to the Kyoto Protocol under the United Nations Framework Convention on Climate Change and constituted the National Clean Development Mechanism Authority (NCDMA) in the year 2004; And whereas, India has ratified the Paris Agreement for implementation of the Convention in accordance with the principles of equity and common but differentiated responsibilities and respective capabilities in the light of different national circumstances; And whereas, the Paris Agreement under the United Nations Framework Convention on Climate Change has established mechanisms to achieve their greenhouse gas emission reduction goals by the parties with their respective Nationally Determined Contributions; And whereas, the third meeting of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement adopted market and non-market mechanisms under Article 6 of the Paris Agreement to promote integrated, holistic and balanced approaches to assist countries for implementing their respective Nationally Determined Contributions through voluntary international cooperation; And whereas, the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement decided that Parties participating in the mechanisms under Article 6 of the said agreement shall setup a National Designated Authority and communicate that designation to the United Nations Framework Convention on Climate Change Secretariat. And whereas, the National Designated Authority will carry out host Party responsibility and ensure that the host Party is achieving sustainable development and environment integrity by evaluating, approving and authorising projects under Article 6 mechanisms of the Paris Agreement; And whereas, the Central Government considers it necessary and expedient to constitute a National Designated Authority for the implementation of Article 6 of the Paris Agreement; Now, therefore, in exercise of the powers conferred by section 3 of the Environment (Protection) Act, 1986, (29 of 1986) the Central Government hereby constitutes an authority to be known as the National Designated Authority for the Implementation of article 6 of Paris Agreement consisting of the following persons, namely: - 1. Secretary, Ministry of Environment, Forest, and Climate Change Chairperson; 2. Additional Secretary, Ministry of Environment, Forest and Climate Change Member; 3. Joint Secretary, Climate Change Division, Ministry of Environment, Forest and Climate Change Member; 4. Representative of the Ministry of External Affairs Member; 5. Representative of the Department of Economic Affairs Member; 6. Representative of the Department for Promotion of Industry and Internal Trade Member; 7. Representative of the Ministry of New and Renewable Energy Member; 8. Representative of the Ministry of Power Member; 9. Representative of the Ministry of Agriculture and Farmers Welfare Member; 10. Representative of the Ministry of Science and Technology Member; 11. Representative of NITI Aayog Member; 12. Economic Adviser, Ministry of Environment, Forest and Climate Change Member; 13. Representative of Ministry of Steel Member; 14. Representative of Ministry of Ports, Shipping and Waterways Member; 15. Representative of Ministry of Civil Aviation Member; 16. The National Designated Authority shall exercise and perform the following powers and functions, namely: - i. issue directions with respect to the matters relating to Article 6 of the Paris Agreement based on the decision of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement; ii. recommend to the Central Government the list of activities that can be considered for the trading of emission reduction units from projects under Article 6.2 and Article 6.4 of the Paris Agreement and modify them from time to time keeping in view national sustainable goals, country specific criteria and other national priorities; iii. receive projects or activities for evaluation, approval and authorization by the host Party at various stages of the project cycle under Article 6.2 and Article 6.4 mechanisms as per the guidelines and general criteria laid down in the relevant rules and modalities and procedures pertaining to Article 6, in addition to guidelines issued by the subsidiary body under the United Nations Framework Convention on Climate Change, and Conference of the Parties serving as the meeting of the Parties to the Paris Agreement and any country specific criteria; iv. authorise the use of emission reduction units from projects for use towards achievement of Nationally Determined Contributions and for other international mitigation purpose, and apply the corresponding adjustment and furnish information regarding these units to the Supervisory Body or Subsidiary Body under the United Nations Framework Convention on Climate Change; V. assess the likelihood of eventual successful implementation of these projects and evaluation of the extent to which the projects meet national sustainable development objective and it shall prioritise projects in accordance with national sustainable development, and other priorities; vi. recommend additional requirement, if necessary, to ensure that the proposed projects to meet national sustainable development, country specific criteria and other priorities and comply with the national legal framework so as to ensure that the projects are compatible with local priorities and stakeholders have been duly consulted; vii. ensure that in the event of more than one proposal competing for the same source of investment, projects with higher sustainable development benefits, and which are most likely to succeed are accorded higher priority; viii. undertake technical, financial and sustainable development benefits evaluation of proposals for projects, in accordance with principles approved by the Government of India and make suitable recommendations; ix. maintain a registry of approved Article 6 projects and their emission reductions through the administrator of Indian Carbon Market; Χ. Ensure that eligible Certified Emission Reduction from pre-2020 Clean Development Mechanism projects are transitioned as well as new issues under Article 6.4 emission reduction units are captured and maintained in the registry; xi. recommend to the Central Government the guidance documents developed for Article 6.2 and article 6.4 mechanisms; xii. ensure that project developers have reliable information relating to all relevant aspects of Article 6 mechanisms including through the creation of databases on organisation designated for carrying out activities like validation of Article 6 proposals, templates for proposals from project proponents, and monitoring and verification of project activities through Indian Carbon Market portal; xiii. approve fee to be collected at various stages of the project activity hosted in India and prescribe guidelines for use of such fee which will be utilised in accordance with the guidelines approved; xiv. establish sub-committees, working groups, technical groups and any other groups or committees to support the National Designated Authority, as it may deem necessary. Remuneration, if applicable, will be paid as per General Financial rules 2017, as amended from time to time; XV. to invite officials and experts from Government, financial institutions, consultancy organisations, non- governmental organisations, civil society, legal profession, industry, and commerce, etc., as it may deem necessary for technical and professional inputs, and may co-opt other members depending upon need; xvi. to recommend guidelines to the Central Government for consideration of projects and principles to be followed for according host country approval; xvii. ensure that the implementation of projects is in line with the principles approved by the Government of India; xviii. consider matters related to Article 6.8 Non-Market Approaches of the Paris Agreement; and xix. any other functions assigned to it by the Central Government. 3. The Member-Secretary of the National Designated Authority shall be responsible for day-to-day activities of the National Designated Authority. 4. The Member-Secretary of the National Designated Authority shall furnish reports about its activities to the Apex Committee for the Implementation of Paris Agreement and the Central Government as the case may be.
