No.2492 (E) dated the 4th August, 2017, the Central Government, through Ministry of Petroleum & Natural Gas, hereby amends "Pradhan Mantri JI-VAN (Jaiv Indhan- Vatavaran Anukool fasal awashesh Nivaran) Yojana notified vide notification No F. No. No. P-13032(17)/40/2017-CC dated the 7th March, 2019:- 1. This amendment may be called the PRADHAN MANTRI JI-VAN YOJANA Amendment, 2024. 2. This amendment shall be effective from the date of approval of the Cabinet i.e. 09.08.2024. 3. In the Pradhan Mantri JI-VAN Yojana, the following amendments in Notification dated 07.03.2019 are hereby made: a. For the words "2G ethanol", the words "Advanced Biofuels" shall be substituted. b. Clause 3.1 – Scheme Background i. for clause 3.1.1 under head Objectives the following shall be substituted namely,- "3.1.1 The current scheme envisages setting up of about 12 commercial scale Advanced Biofuel Projects and about 10 demonstration scale Advanced Biofuel Projects based on non-food biomass feedstocks and other renewable feedstocks." ii. for sub-clause 3.1.1(a) the following sub-clause shall be substituted namely,- "3.1.1 (a) Enhance commercial viability of projects for Advanced biofuels production" iii. for sub-clause 3.1.5 the following sub-clause shall be substituted namely,- "3.1.5 The target of setting up about twelve (12) Commercial scale Advanced Biofuel Projects and about 10 demonstration scale projects will be achieved with a financial contribution of 1969.50 crore from the Government." c. Clause 3.3 – Mechanism of Financial support in the Scheme i for sub-clause 3.3 (ii) the following sub-clause shall be substituted namely,- "3.3 (ii) For Commercial projects, Financial Assistance subject to a maximum of 20% of the project cost OR Rs. 5 crore for every 10 lakh litres summed to Biorefinery's annual name plate capacity, whichever is lesser, will be provided to make the projects commercially viable. The maximum financial outlay per project has been capped at Rs 150 crore." ii for sub-clause 3.3 (vi) the following sub-clause shall be substituted namely,- "3.3 (vi) For demonstration projects, the milestones against the Financial Assistance payment will be decided by SAC." iii for sub-clause 3.3 (ix) the following sub-clause shall be substituted namely,- "3.3 (ix) The scheme will be implemented from 2018-19 to 2028-29." d. Clause 4.6 – Other general conditions i for sub-clause 4.6 (i) the following sub-clause shall be substituted namely,- "Clause 4.6 (i) In order to promote multiple technologies and multiple feedstocks, SAC may give preference to project proposals which come with new technologies and promotes innovation in the sector." ii for sub-clause 4.6 (viii) the following sub-clause shall be substituted namely,- "4.6(viii) "Bolt on" plants & "Brownfield projects" are eligible under the scheme." iii New sub clause 4.6(xi) shall be inserted "4.6 (xi) Contractual arrangements between project proponents and technology providers usually have provisions to ensure specific performance of technology in question, such as performance guarantee, warrantee etc. SAC will suggest further generic safeguards, if any, for risk sharing, for the consideration of project proponents." iv New sub clause 4.6(xii) shall be inserted "4.6 (xii) In view of the rapid advancement, and to keep pace with the latest developments in the field of biofuels as well as prevailing market conditions, any of the Clauses of the PM JI-VAN Yojana may be amended with the approval of the Minister, Petroleum and Natural Gas."
