The Ministry of Road Transport and Highways, through S.O. 4585(E) dated August 19, 2026, has, in exercise of powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, levied a fee for the use of the four-lane Thumbipadi to Namakkal section from Km 180.000 to Km 248.625 of new National Highway No. 44 in the State of Tamil Nadu. This notification supersedes S.O.1178 (E) dated May 8, 2009. The National Highways Authority of India is authorized to collect this toll fee. Base rates for the fee, effective for the base year 2007-08, are specified per kilometer for various vehicle types, ranging from Rs. 0.65 for Cars/Jeeps to Rs. 4.20 for Over Sized Vehicles (seven or more axles). The fee is payable at the Fee Plaza at Km 191+800 at Kottagoundampatty (Omalur) Village in Salem District, Tamil Nadu, for a net road section length of 62.567 kms at 100% of the base rates. Additionally, a fee at one and a half times the base rate is levied for the use of bypasses costing Rs 10 crore or more, totaling 5.475 kms, including Mallur Bypass (2.15 km), Pudhuchathiram Bypass (1.50 km), and Chellapanpatti Bypass (1.825 km). For structures longer than 60m, an additional fee is payable by converting their length (totaling 0.583 km, including various ROBs and Flyovers) into an equivalent road length of 5.83 km using an equalization factor of 10, charged at 100% of the base rate. A monthly pass for non-commercial vehicles owned by residents within 20 km of the toll plaza is Rs. 360 for FY 2026-27, subject to annual revision. Multiple journey passes are also specified. Commercial vehicles registered in the district where the fee plaza is located are charged 50% of the specified rate if no service or alternate road is available. Overloaded vehicles are subject to a fee as per rule 10 of the said rules. Fee rates are to be displayed as per rule 12 and revised annually according to rule 5, with publication in English and vernacular newspapers. The estimated capital cost of the project length is Rupees 582.06 Crores. Previous notifications S.O.1192 (E) dated December 3, 2001, and S.O. 465(E) dated April 26, 2002, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), had entrusted specific stretches of National Highway No. 7 Old (New NH-44) in Tamil Nadu to the Authority.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs.360./- (Rupees Three Hundred and Sixty Only) for the FY 2026-27 which is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza shall be 50% of the specified rate for that category of vehicle provided no service road or alternate road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the over loaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspapers in English and vernacular language. 11. The estimated capital cost of the project length is Rupees 582.06 Crores. The Authority shall maintain a record of the recovery of capital cost through user fee realised. [F.
