NOTIFICATION
New Delhi, the 18th June, 2024
S.O. 2370(E).—WHEREAS the Central Government under rule 3 of the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (the said rules) may allow Aadhaar authentication
on a voluntary basis by requesting entities, in the interest of good governance, promoting ease of living of residents
and enabling better access to service for them;
AND WHEREAS, the President's Secretariat is having an Art Section for the purpose of deposit of gifts
received in India or abroad by the Government functionaries from foreign sources;
AND WHEREAS, the President's Secretariat submitted a proposal as under rule 4 of the said rules to the
Central Government which has made a reference to the Unique Identification Authority of India, which on being
satisfied has allowed Aadhaar authentication for the purpose of usage of digital platforms to ensure good governance
in respect of authentication of the bidders during registration on e-auction portal for Art Section;
NOW, THEREFORE, in pursuance of rule 5 of the Aadhaar Authentication for Good Governance (Social
Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub-section 4 of Section 4 of
the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the
President's Secretariat on being authorized by the Central Government, hereby notifies the following, namely:-
a. That the Art Section, President's Secretariat is allowed to perform Aadhaar authentication of the bidders for
the performance of Aadhaar authentication, on a voluntary basis, for authentication of bidders during
registration on e-auction portal for Art Section for auctioning of gift items received by the Government of
India functionaries from the various sources.
b. That the Art Section, President's Secretariat shall comply the provisions of said Act, rules and regulations
made, or any direction issued thereunder.
