Detailed Summary

The Ministry of Labour and Employment, vide Notification S.O. 2504(E) dated 13th May, 2026 (F. No. S-65025/11/2026-ISH-II), in exercise of powers conferred by sub-section (1) of section 111 of the Code on Occupational Safety, Health And Working Conditions, 2020 (37 of 2020), has appointed various officers to impose penalties under the said Code specifically for mines. The notification details the designations and corresponding jurisdictions of these officers. Deputy Directors General of Mines Safety (Head Quarter, Mechanical, Electrical) are assigned jurisdiction over the whole of India. Additionally, other Deputy Directors General of Mines Safety and Directors of Mines Safety (Mechanical/Electrical) are appointed for specific zones, including Central Zone (Bihar and part of Jharkhand with headquarters at Dhanbad), Eastern Zone (West Bengal, Assam, Sikkim, Arunachal Pradesh, Manipur, Mizoram, Meghalaya, Nagaland, Tripura, and Andaman and Nicobar Islands with headquarters at Sitarampur), South Eastern Zone (Odisha and part of Jharkhand with headquarters at Ranchi), South-Central Zone (Telangana and Andhra Pradesh with headquarters at Hyderabad), Southern Zone (Karnataka, Kerala, Tamil Nadu, Lakshadweep Islands, and Puducherry with headquarters at Bengaluru), Western Zone (Maharashtra, Chhattisgarh, and Goa with headquarters at Nagpur), North Western Zone (Gujarat, Rajasthan, Daman, Dadra and Nagar Haveli, and Diu with headquarters at Udaipur), and Northern Zone (Uttar Pradesh, Haryana, Uttarakhand, Himachal Pradesh, Punjab, Madhya Pradesh, Delhi, Chandigarh, Jammu and Kashmir, and Ladakh with headquarters at Ghaziabad). Further, specific Directors of Mines Safety are delineated with detailed regional jurisdictions covering various districts within these states and union territories.
