Detailed Summary

The Ministry of Communications (Department of Posts), through Notification G.S.R. 294(E) dated 17th April, 2026, issued new rules under the proviso to article 309 of the Constitution. These rules, titled the Department of Posts, Junior Translation Officer (Group 'B' Post) Recruitment Rules, 2026, supersede the Department of Posts (Junior Hindi Translator and Senior Hindi Translator) Recruitment Rules, 1996, specifically for the post of Junior Hindi Translator. The rules establish the method of recruitment for 91 Junior Translation Officer posts, classified as General Central Service, Group 'B', Non-Gazetted, Non-Ministerial, with a pay matrix Level-6 (Rs. 35400-112400). Recruitment will be 100% by direct recruitment, though vacancies due to long absence may be filled on deputation from Central Government officers holding analogous posts and possessing required qualifications. Direct recruits must not exceed thirty years of age (relaxable for Government servants up to five years) and will undergo a two-year probation period, including a mandatory two-week induction training. Essential qualifications include a Master's degree in Hindi or English (or other subjects with Hindi/English as specified) from a recognised University, coupled with a recognised diploma/certificate in translation or two years of translation experience. The rules also include disqualification criteria related to marriage, a provision for the Central Government to relax rules in consultation with the Union Public Service Commission, and a saving clause for reservations and concessions for Scheduled Castes, Scheduled Tribes, other backward classes, and ex-servicemen. Consultation with the Union Public Service Commission is not necessary for recruitment, and a Departmental Confirmation Committee is specified for confirmation purposes.
