The Ministry of Road Transport and Highways, through notification S.O. 1435(E) dated March 19, 2026, has levied fees for the use of the Kiratpur-Nerchowk-Manali section (from Km. 119.965 to Km. 178.795 & Km. 0.000 to Km. 2.003) of National Highway No. 21 (New NH-205 & NH-154) in Himachal Pradesh. This action is taken by the Central Government under section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and supersedes notification S.O. 2764(E) dated June 22, 2023. The Central Government had previously entrusted this stretch to the National Highways Authority of India (NHAI) via notifications S.O. No. 2006 (E) dated August 20, 2012, and S. O. No. 4173 (E) dated December 27, 2016, under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). Fees are levied at a base rate from 2007-08 (Table 1) with specific percentages: 100% for four or more lane sections (25.544 km), 60% for two lanes with paved shoulder sections of equivalent structure length (10.000 km from 1.000 km actual length of structures over 60m), 150% for four-lane bypasses costing Rs 10 crore or more (total 28.938 km across Greenfield, Sundernagar, Nerchowk, Mandi, and Pandoh bypasses), and 90% for two-lane paved shoulder bypasses (1.743 km for ACC Link Road). The fee is payable at the Fee Plaza located at design km 121.935 at Baloh village of Bilaspur District. A monthly pass for non-commercial local vehicles (within 20 km) is Rs 340/- for 2025-26. Special rates apply for multiple journeys (1.5 times for two journeys in 24 hours; two-thirds for 50 journeys in one month) and commercial vehicles registered in the district (50% if no alternative road). Overloaded vehicles are subject to fees as per rule 10(1A) of the said rules. The estimated capital cost of the project is Rs 3091.18 crore, with annual fee revisions and publication as per rule 5 and rule 12 of the said rules.

No. 2006 (E) dated 20.08.2012 and S. O. No. 4173 (E) dated 27.12.2016 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from Km. 73.200 to Km 190.000 (Kiratpur to Nerchowk Section) and from Km. 190.000 to Km. 310.400 (Nerchowk to Manali Section) of National Highway No. 21 (New NH-205 & NH-154) in the State of Himachal Pradesh to the National Highways Authority of India (herein after referred to as the “Authority") respectively. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilo-metres from the fee plaza is Rs 340/- (Rs. Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 3091.18 crore. [The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed].
