L.-33004/99 The Gazette of India CG-DL-E-19082026-275578 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 670] NEW DELHI, MONDAY, AUGUST 17, 2026/SHRAVAN 26, 1948 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 13th August, 2026 G.S.R. 736(E). -The following draft of certain rules further to amend the Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Gazette of India, are made available to the public; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. Short Title and commencement-(1) These rules may be called the Central Motor Vehicles (......Amendment) Rules, 2026. (2) Save as otherwise provided in these rules, they shall come into force on the date of their publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as the principal rules), in rule 102, in sub-rule (1), item (iii) shall be omitted. 3. In the principal rules, in rule 104, in sub rule (1), in first proviso, after fourth item, following proviso shall be inserted namely: "Provided further that, on and after 1st April 2028, Type II & Type III buses of Category M3 as defined in AIS 052 (Rev1): 2008 shall be affixed with retro-reflective contour marking at the rear, conforming to the size and installation requirements of AIS 008 (Rev.3): 2025, as amended from time to time and performance requirements of retro- reflective tapes / retro-reflective marking if fitted shall be as per AIS-200:2025, as amended from time to time.” 4. In the principal rules, in rule 104, in sub rule (1), first proviso, after fifth item, following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, retro-reflective tapes / retro-reflective marking fitted on all models of the vehicle categories mentioned in item (i) to (iv), shall meet installation requirements of AIS 008 (Rev.3): 2025 and all models of vehicle categories mentioned in item (v) shall meet installation requirements of AIS 009 (Rev.3): 2025 and retro retro-reflective tapes / retro-reflective marking fitted on all models of vehicle categories mentioned in item (i) to (v), shall meet performance requirements of AIS-200:2025, as amended from time to time." 5. In the principal rules, in rule 104, in sub rule (3), delete item (iii). 6. In the principal rules, in rule 104, after sub rule (4), following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, the retro-reflectors / retro-reflective devices referred to in this rule and in rule 110 fitted with motor vehicles shall meet performance requirements of AIS-200:2025, as amended from time to time." 7. In the principal rules, in rule 104-A, after item (vii), following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, the retro- reflectors / retro-reflective devices fitted on construction equipment vehicles and combine harvesters, shall meet performance requirements of AIS-200:2025, as amended from time to time." 8. In the principal rules, in rule 104-B, in sub rule (1), the following text shall be omitted: - "of not less than 7 sq. cm reflecting area one each on both sides at the rear." 9. In the principal rules, in rule 104-B, after sub-rule (2), the following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, the retro-reflectors / retro-reflective devices referred to in sub-rule (1) fitted with agricultural tractors, shall meet performance requirements of AIS-200:2025, as amended from time to time." 10. In the principal rules, in rule 104-C, after sub-rule (1), following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, retro-reflectors / retro-reflective devices referred in sub-rule 1 above, shall meet performance requirements of AIS-200:2025, as amended from time to time." 11. In the principal rules, in rule 104-C, in for existing sub rule (2), the following the following text shall be omitted:- "of not less than 7 sq. cm reflecting area one each on both sides at the rear." 12. In the principal rules, in rule 104-D, following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, all vehicle categories mentioned in this rule, shall be fitted with rear marking plate, conforming to AIS 200:2025, as amended from time to time." 13. In the principal rules, in rule 104-E, after sub-rule (1), following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, retro-reflective tapes / retro-reflective marking referred in sub-rule (1) above, shall meet performance requirements of AIS-200:2025, as amended from time to time.” 14. In the principal rules, in rule 104-E, after sub-rule (2), following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, retro- reflectors / retro-reflective device, referred in sub-rule (2) above, shall meet performance requirements of AIS-200:2025, as amended from time to time." 15. In the principal rules, in rule 104-E, after sub-rule (3), following proviso shall be inserted namely: "Provided that, on and after 1st April 2028, rear marking plate fitted on Modular hydraulic trailer shall meet performance requirements of AIS-200:2025, as amended from time to time.” 16. In the principal rules, in rule 105, in sub rule (1), for item (a) and (b) following items shall be substituted: - "(a) in the case of motor vehicle other than E-rickshaws, E-carts, three-wheelers, three-wheeled invalid carriages and two wheelers, two or four head lamps; (b) in the case of E-rickshaws, E-carts and three-wheeled invalid carriages one or two head lamps;" 17. In the principal rules, in rule 105, in sub rule (1), in item (bb), after the second proviso, the following proviso shall be inserted namely:- "Provided further that, on and after 1st April 2028, the Automatic Head Lamp on operation shall operate in passing beam only." 18. In the principal rules, In rule 105, in sub rule (2) for item and (ii), following shall be substituted namely:- "(i) Two Rear Position lamps showing red light visible in the rear and in the case of a motor cycle atleast one rear position lamp showing red light visible in the rear; and (ii) Rear registration plate lamp or some other device, illuminating with a white light the whole of the registration mark exhibited on the rear of the vehicle including construction equipment vehicle and combine harvester, and on the side in the case of construction equipment vehicle and combine harvester." 19. In the principal rules, In rule 105, in sub rule (2), in item (ii), in second proviso following text shall be omitted :- "from distance of one hundred and fifty-five metres" 20. In the principal rules, In rule 105, omit sub-rule 3and 6 and their respective provisions. 21. In the principal rules, in rule 110, the following words and figures shall be omitted:- "visible from the distance of 75 m" and "so as to render it legible from a distance of 15 meters" 22. In the principal rules, in rule 110, the second and third provisos shall be omitted. 23. In the principal rules, in rule 124, in sub-rule (4), in the table, in sr. No. 12, in column 3 for existing words and figures, the following words and figures shall be substituted, namely: "Sl. No. 20 or Sl. No. 20 A of Table of S.O. 1365 (E), dated 13-12-2004" "Sl No. 32 or Sl. No. 32 A of Table of S.O. 1365(E), dated 13-12-2004" 24. In the principal rules, in rule 124-A, after sub-rule (1-A), sub-rule (1-B) shall be inserted, namely: "(1-B) On and after 1st April 2028, filament light source of the lighting and light-signalling devices specified in sub- rule (1) used on agricultural tractors, shall conform to AIS-034 (Rev.3) (Part 1): 2025 as amended from time to time." 25. In the principal rules, in rule 124-A, in sub rule (2), after third proviso, following proviso shall be inserted namely: "Provided further that, on and after 1st April 2028, the performance of rear warning triangles fitted on agricultural tractors and combine harvesters shall meet the performance requirements of AIS-200:2025 except for clause 3.4.3 of Annex 13 as amended from time to time." 26. In the principal rules, in rule 124-B, after sub-rule (1), sub-rule (1-A) shall be inserted namely: "(1-A) On and after 1st April 2028, in case of power tillers the filament light sources used for lighting and light signalling devices Shall be in accordance with AIS-034 (Rev.3) (Part 1): 2025 as amended from time to time." 27. In the principal rules, in rule 138, in sub-rule (4), in item (c), after first proviso following proviso shall be inserted, namely: "Provided further that, on and after 1st April 2028, the triangles of size and specifications shall conform to AIS- 200:2025, as amended from time to time." 28. In the principal rules, in rule 138, in sub-rule (4), in item (c), after the existing second proviso following proviso shall be inserted, namely: "Provided further that, on and after 1st April 2028, in addition, M3 category of vehicles if fitted with a retro-reflective triangle shall comply to AIS-200:2025, as amended from time to time, excluding the requirements specified in clause 8.2 of said standard and clauses 1.0, 2.0, 5.0 of Annex 20 of the said standard. The colour of the triangle fitted in the front of the vehicle shall be white, and that of the rear shall be red. The location of both the triangles shall be at least one meter above the ground level at the front and rear, preferably at the centre of the vehicle. For “white colour warning triangle", the word "red" shall be substituted by the word "white" whenever applicable in AIS-200:2025. The colour requirements of the white retro-reflective portion shall be as per AIS-200:2025 and the white fluorescent material shall be as per clause 7.1 of ISO:7591-82(E).". [F.
