The Council's composition, as per sub-section (2) of section 3 of the said Act, includes ex-officio members: the Union Minister for Ports, Shipping and Waterways as Chairperson; Ministers-in-charge of Ports of the Maritime States and Union Territories as Members; the Minister-in-charge of Puducherry and Administrators of other coastal Union territories as Members; an officer equivalent to Secretary, Government of India, from the Indian Navy dealing with coastal security (nominated by Central Government in Ministry of Defence) as a Member; an officer equivalent to Secretary, Government of India, from the Indian Coast Guard dealing with coastal security (nominated by Central Government in Ministry of Defence) as a Member; and the Secretary to the Government of India in the Ministry of Ports, Shipping and Waterways as Secretary. The Chairperson may invite other persons to meetings, and no member shall receive remuneration for their functions. (4) The Council shall transact business at its meetings in such manner as may be specified by regulations. (5) No member shall receive any remuneration for the performance of its functions under this Act. (6) The Chairperson shall have the powers of general superintendence and directions in the conduct of the affairs of the Council and shall discharge other powers and functions of the Council as may be assigned to him under this Act. 3.
