Exercising powers under Section 3 read with Section 5 of the Foreign Trade (Development and Regulation) Act, 1992, and paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, this notification immediately amends the import policy conditions for specific ITC HS Codes in Chapter 29 and 38 of ITC (HS), 2022- Schedule-1 (Import Policy). The amendment mandates that actual users importing Vinyl Chloride monomer (VCM) (ITC HS code 2903 21 00), Pesticides (ITC HS code 3808 91 10), and Chemical products (ITC HS code 3824 99 00) must register with the Directorate General of Foreign Trade (DGFT) via an online Import Monitoring System (IMS). This online IMS will become effective from December 01, 2025. The import policy for these items remains 'Restricted,' allowing imports without a license for actual users, now with the added condition of IMS registration.
