The Ministry of Road Transport and Highways, by notification S.O. 4565(E) dated 18th October 2023, in exercise of powers under sub-section (3) of Section 58 and sub-Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, accords approval for a period of twelve months from the date of issue for road transportation of one 'HDS Reactor' from Kandla Port to IOCL, Panipat, Haryana (approximately 1400 km, via Gandhidham, Samkhiyali, Sidhada, Suigam, Tharad, Sanchor, Panchpadra, Phalodi, Bikaner, Hisar, Narwana, Jind and Ashandh) and one 'High Pressure Separator' from Dahej to IOCL, Vadodara, Gujarat (124 km), with the transporter M/s JM Baxi Heavy Private Limited acting on behalf of M/s L&T Limited and M/s Godrej & Boyce Limited respectively; the Schedule specifies permitted prime movers, modular hydraulic trailers (Goldhofer, Cometto, Tiger-TII) and load configurations, with the HDS Reactor having a laden vehicle weight of 772.02 MT and the High Pressure Separator 544.16 MT, subject to conditions including a maximum trailer speed of 5 km/hr, compliance with load restrictions of the Public Works Department, National Highway Authority of India and State/Union Territory authorities, ten days' advance intimation before transit, liability of the transporter for any road or bridge damage, and use of danger flags, zebra-striped painting and escort vehicles; the notification is signed by Mahmood Ahmed, Additional Secretary, under File No. RT-11042/10/2021-MVL.

M/s JM Baxi Heavy Private Limited is the transporter of M/s L&T Limited and M/s Godrej & Boyce Limited for transportatio n of HDS Reactor and High Pressure Separator respectively for the aforesaid movement. 2. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highw ay Authority of India will be observed and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/ National Highway Authority of India from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. iv. The transporter will obtain neces sary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Gover nment/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s JM Baxi Heavy Pr ivate Limited . v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway Authority of India en -route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will n ot be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. vii. The transporter would be liable to pay such amount to the Governmen t of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/persons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The vehicles should display all danger flags and lights, the vehicles should be p receded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that ro ad taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Haryana, Gujarat and Maharashtra. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the same. xvi.
