The Ministry of Road Transport and Highways, by notification S.O. 4566(E) dated 18 October 2023, exercising powers under sub-section (3) of Section 58 and sub-section 3(a) of Section 110 of the Motor Vehicles Act, 1988, accords approval for a period of twelve months for transportation by road of one 'Diesel Polishing Reactor' from Hazira, Gujarat to IOCL, Panipat, Haryana by M/s Continental Transport Organisation Private Limited, transporter for M/s Toyo Engineering Private Limited, using seven listed Volvo and Scania prime movers and eleven Tratec modular hydraulic trailers, with the consignment having an unladen weight of 96 MT, consignment weight of 252 MT, laden vehicle weight of 348 MT, load per axle line of 14.5 MT and overall dimensions of 41.28m (L) x 4.8m (W) x 4.925m (H) coupled in 24 axle rows, via the specified 1440 km route from Hazira through Palsana, Ankleshwar, Vadodara, Ahmedabad, Mahsana, Palanpur, Sirohi, Pali, Ajmer, Kishangarh, Jaipur, Sikar, Churu, Hisar, Narwana, Barwala and Jind to IOCL Panipat, subject to conditions including a maximum speed of 5 km/hr, prior route permissions from concerned State/UT and National Highway Authority of India authorities, ten days' advance intimation, liability for any road or bridge damage, and compliance with vehicle safety markings, insurance and registration requirements.

SCHEDULE 1. M/s Continental Transport Organisation Private Limited is the transporter of M/s Toyo Engineerin g Private Limited, for transportation of one ‘Diesel Polishing Reactor’’ for the aforesaid movement. 2. (8 tyres per axle row) 5. The above relaxation is subject to th e conditions that: - i. The specific route for transportation of the over dimensional consignment will be from Hazira, Gujarat to IOCL, Panipat, Haryana by road through - Hazira - Palsana - Ankleshwar - Vadodara - Ahmedabad - Mahsana – Palanpur - Sirohi -Pali- Ajmer - Kishangarh - Jaipur - Sikar - Churu - Hisar - Narwana - Barwala - Jind- IOCL Panipat, Haryana - (1440 Kms) ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be obser ved and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. iv. The transporter will obtain necessary prior permissions from the con cerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s Continental Transport Organisation Private Limited. v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway Authority of India en -route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. vii. The transporter would be liable to pay such amount to the Government of State/Uni on Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/persons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers a long the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The vehicles should display all danger flags and lights, the vehicles should be preceded and fo llowed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates o f the Trailers and Prime Movers as they are already registered in the state of Haryana and Maharashtra. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility fo r the same. xvi.
