Via two notifications dated 13th September 2023 (F. No. BS/11/04/2018), the Bureau of Indian Standards (Department of Consumer Affairs), acting under section 39 and section 5 of the Bureau of Indian Standards Act, 2016 (11 of 2016) read with regulations 3 and 5 of the Bureau of Indian Standards (Advisory Committees) Regulations, 2018, and with the previous approval of the Central Government, appointed members for a two-year term to seven Advisory Committees -- Finance, Conformity Assessment, Standards, Testing and Calibration, Consumer Affairs, Research, and Training -- each chaired by or including the Director General of the Bureau and drawing representatives from ministries and bodies including the Ministry of Consumer Affairs, Food and Public Distribution, Ministry of Commerce and Industry, Ministry of Environment, Forest and Climate Change, Food Safety and Standards Authority of India, Bureau of Energy Efficiency, Quality Council of India, National Physical Laboratory, CSIR, DRDO, and various IITs and IIMs. In a second notification of the same date, the Bureau, under section 39 read with section 5 of the Bureau of Indian Standards Act, 2016, made the Bureau of Indian Standards (Advisory Committees - Amendment) Regulations, 2023, amending the 2018 principal regulations: inserting new sub-clauses under regulation 7(1)(ii) adding further ministries/departments to the Conformity Assessment Advisory Committee's representation (including Department of Commerce, DPIIT, DST, DHE, MSME Ministry, Ministry of Textiles, DHI, DSIR, DRDO, DGFT, EIC, CIPET, FSSAI), substituting clause (iii) of regulation 7(1) on laboratory representation, inserting new sub-clauses (iva) and (ivb) under regulation 7(2), and substituting sub-clause (j) of regulation 12(1)(ii). No. BS/11/04/2018 .—In exercise of the powers conferred by section 39 and section 5 of the Bureau of Indian Standards Act, 2016 (11 of 2016), read with regulation 3 and 5 of Bureau of Indian Standards (Advisory Committees) Regulations, 2018, the Bureau, with the previous approval of the Central Government, hereby appoints the following persons as members of the Advisory Committees for a period of two years from the date of pu blications of this notification in the Official Gazette, namely: - A. [ADVT. -III/4/Exty./ 420/2023 -24] NOTIFICATION New Delhi, the 13th September, 2023 F. No. BS/11/04/2018 .—In exercise of the powers conferred by section 39 read with section 5 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Bureau, with t he previous approval of the Central Government hereby makes the following regulations further to amend the Bureau of Indian Standards (Advisory Committees) Regulations, 2018, namely: – 1. (1) These regulations may be called the Bureau of Indian Standards (Advisory Committees - Amendment) Regulations, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Bureau of Indian Standards (Advisory Committees) Regulations, 2018 (hereinafter referred to as the said regulations) in regulation 7, - A) in sub -regulation (1), - I) in clause (ii), after sub -clause (i), the following sub -clauses shall be inserted, namely: – (j) Department of Commerce; (k) Department for Promotion of Industry and Internal Trade ; (l) Department of Sc ience and Technology; (m) Department of Higher Education; (n) Ministry of Micro, Small and Medium Enterprises; (o) Ministry of Textiles; (p) Department of Heavy Industries ; (q) Department of Scientific and Industrial Research; (r) Defence Research and Development Organisation; (s) Directorate General of Foreign Trade; (t) Export Inspection Council ; (u) Central Institute of Plastic Engineering and Technology; (v) Food Safety and Standards Authority of India.” II) for clause (iii), the following clause shall be substituted, namely: – “(iii) one representative each from a laboratory in India or abroad which is carrying on testing or associated activities in the field of mechanical, electrical, chemical or food and recognized by the Bureau.” (B) in sub -regulation (2), after clause ( iv), the following sub -clauses shall be inserted, namely: – “(iva) co -ordinating establishment of testing facilities by others for products which are not covered under the Conformity Assessment Schemes; (ivb) assessment and monitoring of the adequacy o f testing facilities within the country.” 3. In the said regulations, in regulation 12, in sub -regulation (1), in clause (ii), for sub -clause (j), the following clause shall be substituted, namely: – “(j) Department of Scientific and Industrial Research, New Delhi;” ALKA, Secy.
