Detailed Summary

This notification, S.O. 3089(E) dated 12th June, 2026, issued by the Ministry of Road Transport and Highways under Shaikh Aminkhan, Director, formally declares the acquisition of land previously specified in S.O. 3275(E) dated 18th July, 2025. The initial notification, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii) under sub-section (1) of section 3A of the National Highway Act, 1956 (48 of 1956), expressed the Central Government's intention to acquire land for the construction of an Extradosed Cable Bridge, Toll Plaza Maintenance, management, and operation of NH-139(W). This project covers the stretch from Km. 3+200 to Km. 4+700 for an Extradosed Cable bridge on River Ganga, parallel to the Western side (approximately 180 meters upstream) of the existing Digha-Sonepur Rail-cum-Road bridge on National Highway No - NH-139(W) in the district of Saran in the state of Bihar. The substance of the earlier notification was published in "Aaj (Hindi)" and "The Times of India (English)" both dated 23rd August, 2025, as required by sub-section (3) of section 3A of the said Act. The Competent Authority considered and settled objections filed under Section 3-C and submitted its report to the Central Government in pursuance of sub-section (1) of section 3D. Consequently, exercising powers under sub-section (1) of section 3D, the Central Government declares the land specified in the Schedule is to be acquired. Furthermore, in pursuance of sub-section (2) of section 3D, the Central Government declares that upon publication of this notification, the land specified in the Schedule, totaling 1.3398671 Hectares of private agriculture land across Sonepur Taluk in villages Gangajal and Mohabatpur in Saran District, Bihar, shall vest absolutely in the Central Government, free from all encumbrances.

And whereas the Competent Authority has received objections filed under Section 3-C, considered and settled the same appropriately. And whereas, in pursuance of sub-section (1) of section 3D of the said Act, the competent authority has submitted its report to the Central Government. Now, therefore, upon receipt of the said report of the competent authority and in exercise of the powers conferred by the sub-section (1) of section 3D of the said Act, the Central Government hereby declares that the land specified in the said Schedule should be acquired for the aforesaid purpose. And further, in pursuance of sub-section (2) of section 3D of the said Act, the Central Government hereby declares that on publication of this notification in the Official Gazette, the land specified in the said Schedule shall vest absolutely in the Central Government, free from all encumbrances.
