Core Purpose

The Central Government issues the Petroleum and Natural Gas (Furnishing of Information) Order, 2026, to establish a centralised institutional mechanism for systematic collection, compilation, and analysis of information relating to the petroleum and natural gas supply chain.

Detailed Summary

The Ministry of Petroleum and Natural Gas, through Order S.O. 1411(E) dated 18th March, 2026, has issued the Petroleum and Natural Gas (Furnishing of Information) Order, 2026, under the powers conferred by sub-section (1) of section 3 read with clause (i) of sub-section (1) of Section 3 of the Essential Commodities Act, 1955 (10 of 1955). This order aims to establish a centralised institutional mechanism for the systematic collection, compilation, and analysis of information to effectively monitor the petroleum and natural gas supply chain, a measure deemed necessary in the public interest. The Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas is designated as the nodal agency for this purpose, responsible for information required under the Petroleum Products (Maintenance of Production, Storage and Supply) Order, 1999, and the Natural Gas (Supply Regulation) Order, 2026. Every entity involved in the production, processing, refining, storage, transportation, import, export, marketing, distribution, or consumption of petroleum products or natural gas (including crude oil producers, oil refining companies, oil marketing companies, LNG importers, and City Gas Distribution entities) must furnish information to PPAC. This information covers production, imports, exports, stocks, storage, allocation, transportation, supply, consumption, and utilisation, to be submitted in specified forms, manners, electronic platforms, and periodicities (e.g., daily, weekly, monthly). The order explicitly states that the obligation to furnish information overrides any contract, agreement, commercial arrangement, or confidentiality obligation, preventing refusal on grounds of commercial sensitivity, and its provisions are in addition to other relevant orders.
