Detailed Summary

The Ministry of Road Transport and Highways, through notification G.S.R. 850(E) dated 11th November, 2025, published the Central Motor Vehicles (Fifth Amendment) Rules, 2025. These rules amend the Central Motor Vehicles Rules, 1989, exercising powers conferred by section 64 and section 211 of the Motor Vehicles Act, 1988 (59 of 1988). The draft rules were previously published as G.S.R. 600(E) on 27th August, 2025, inviting public objections and suggestions, which were duly considered. The amendments primarily affect Rule 81 of the Central Motor Vehicles Rules, 1989, by substituting serial numbers 10 and 10A and inserting new entries for conducting vehicle fitness tests. For vehicles requiring a certificate of fitness, new fees are specified: for motorcycles, Four hundred rupees (new), Five hundred rupees (15-20 years old), One thousand rupees (over 20 years); for three-wheeled/light motor vehicles/quadricycles, Six hundred rupees (new), One thousand rupees (15-20 years old), Two thousand rupees (over 20 years); for medium goods/passenger motor vehicles, One thousand rupees (new), One thousand three hundred rupees (15-20 years old), Two thousand six hundred rupees (over 20 years); and for heavy goods/passenger motor vehicles, One thousand rupees (new), One thousand five hundred rupees (15-20 years old), Three thousand rupees (over 20 years). Additionally, in serial number 11A, the word "(transport)" is omitted, and "older than 15 years" is replaced with "older than 10 years". New fee structures are also introduced for the renewal of certificate of fitness based on age categories (10-15 years, 15-20 years, over 20 years) and vehicle types, with fees ranging from Two hundred rupees to Twenty-five thousand rupees. The principal rules were published as G.S.R. 590(E) on 2nd June, 1989, and last amended by G.S.R. 819(E) on 3rd November, 2025. The notification was signed by Mahmood Ahmed, Addl. Secy.
