The Ministry of Petroleum and Natural Gas notification S.O. 3655(E) dated 8 August 2023, F. No. L-14014/239/2022-GP-II(E-45279), references an earlier notification S.O. 6025(E) dated 22 December 2022 issued under section 3(1) of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), available to the public from 26 December 2022, declaring intention to acquire right of user for laying the Ennore-Thiruvallur-Bengaluru-Puducherry-Nagapattinam-Madurai-Tuticorin Natural Gas Pipeline in Tamil Nadu by Indian Oil Corporation Limited; the Competent Authority's report was submitted under section 6(1); the Central Government now declares under section 6(1) that the right of user is acquired and, under section 6(4), directs that it vest in Indian Oil Corporation Limited (instead of the Central Government) free from encumbrances from the date of publication, with IOCL exclusively liable for compensation under section 10; the Schedule lists numerous survey and sub-division plots across villages including Amirthamangalam, Chitoornatham, Eguvarpalayam, Sanaputhur and Pallavada in Gummidipoondi taluk, Tiruvallur district, Tamil Nadu.

NOTIF ICATION
New Delh i, the 8th August, 2023
S.O. 3655(E).—Whereas, by the notification of the Government of India in  the Ministry of Petroleum and
Natural Gas number S.O.No.6025(E) dated: 22.12.2022 issued u nder sub section (1) of section 3 of the Petroleum and
Minerals Pipel ines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (herein after referred to as  the said
Act) the Central Government declared its intention to acquire the Right of User i n the Lands specified in the Schedule
appended to that notification  for the purpose of laying pipeline for the transportation of Natural Gas,  through
“Ennore - Thiruvallur -Bengaluru -Puducherry -Nagapattinam –Madurai - Tuticorin”  Natural Gas Pipeline in the State
of Tamil Nadu  by Indian Oil Corporation Limited.
And whereas, copies of the said notifications were made available to the public from 26.12.2022.
And wher eas, the Competent Authority in pursuance of sub -section (1) of section 6 of the said Act h as
submitted his report to the Central Government;

And whereas, the Central Government, after considering the said report is satisfied that the Right of User in
the Land specified in the Schedule appended to this notification should be acquired;
Now, there fore, in exercise of the powers conferred by sub -section (1) of section 6 of the said Act, the
Central Government hereby declares that the Right  of User in the said Land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub -section (4) of section 6 of the said Act, the Central
Government hereby di rects that the Right of User in the said Land shall instead of vesting in the Central Government,
vest from the date of publication of this declaration, in the Indian Oil Corporation Limited free from all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable  for any compensation in terms of section 10 of the
P & M P Act, 1962 and no suit, claim or  legal procee ding would lie against the Central Government on any matter
relating to pipeline.
