The draft of the following rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 which the Central Government proposes to make in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), is hereby published as required by sub- section (1) of section 18 of the said Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft shall be taken into consideration after thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made available to the public; Objections or suggestions, if any, to these draft rules may be sent to the Director (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252, Udyog Bhawan, New Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above; The objections or suggestions which may be received from any person with respect to the said draft rules, within the period so specified will be considered by the Central Government. Draft rules 1. Short title and commencement.—(1) These rules may be called the Static and Mobile Pressure Vessels (Unfired) (Amendment) Rules, 2025. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 (hereinafter referred to as said rules), in rule 13 sub rule (1), (a) after the words “AD:2000" following shall be inserted namely:- "ASME BPV Section VIII Division 3" (b) after the words "Chief Controller" following shall be inserted namely:- "In case of pressure vessel for storage and transport of hydrogen, the pressure vessel shall conform to following additional standards or other standards accepted by the Chief Controller: (a) ISO 17081: Method of measurement of hydrogen permeation and determination of hydrogen uptake and transport in metals by an electrochemical technique, (b) ISO 10587: Metallic and other inorganic coatings Test for residual embrittlement in both metallic-coated and uncoated externally-threaded articles and rods Inclined wedge method, (c) ISO 16573: Steel Measurement method for the evaluation of hydrogen embrittlement resistance of high strength steels Part 1: Constant load test, (d) ISO 15330: Fasteners Preloading test for the detection of hydrogen embrittlement Parallel bearing surface method. 3. In the said rules in rule 18 after sub rule (5), following shall be inserted namely:- "The valves for cryogenic pressure vessels of hydrogen shall conform to the provisions of ISO-21011 or any code acceptable to the Chief Controller." 4. In the said rules in rule 19 after sub rule (6), following shall be inserted namely:- "In case of pressure vessel for hydrogen service, the fitness for service of the pressure vessel shall be carried out as per API 579 Assessment Standards along with the relevant provisions of the standards specified in Rule 13 or any standard acceptable to the Chief Controller." 5. In the said rules in rule 38 after sub rule (3) following sub rule shall be inserted namely:- "(4) The pressure vessel for transport of cryogenic hydrogen shall also conform to the relevant provisions of ISO 228-1 or ISO 7-1 or any other code as acceptable to the Chief Controller as the case may be." 6. In the proposed Static and Mobile Pressure Vessels (Unfired) Rules, 2016 (Amendment), 2024 whose draft for comments, objections, suggestions of public was already notified vide gazette notification GSR 272 (E) dated 7th May, 2024 issued by Department for Promotion of Industry and Internal Trade, following shall be inserted namely:- (a) at serial number 36, after condition 3 of the license FORM LS-1D, following shall be inserted namely:- "(3a) The premises shall ensure the safety in accordance with the provisions of EIGA 06/19 and CGA P-12 or any other code accepted by the Chief Controller."
