RESOLUTION
New Delhi, the 15th January, 2024
F. No. 24-3/2023-U.Policy.—The third phase of Rashtriya Uchchatar Shiksha Abhiyan in the form of
Pradhan Mantri Uchchatar Shiksha Abhiyan has been approved by the Government for the period 2023-24 to 2025-
2026 to cater to needs of educationally unserved/ underserved areas. The Scheme envisages improvement in access,
equity and excellence in State Higher Education system through support under various components. It covers
government and government-aided educational institutions of the States and the Union Territories.
2. The Pradhan Mantri Uchchatar Shiksha Abhiyan shall be implemented and monitored through an institutional
structure of bodies with clearly defined roles and powers at the Central, State and institutional levels. All the
bodies shall monitor the progress of the Scheme at their respective levels, starting right from the institutional
level up to the national level. Atthe Central level the Scheme shall be monitored by National Mission Authority
and the Project Approval Board and other subordinate bodies.
3. In order to facilitate the successful implementation of the Scheme, the Government of India has decided to re-
constitute the National Mission Authority for Pradhan Mantri Uchchatar Shiksha Abhiyan as the Apex Body
in the Ministry of Education (Departmentof Higher Education). The National Mission Authority will review
the functioning of the Scheme. It will delineate the overall policy and planning and, based on the felt needs of
the Scheme, will be empowered to make necessary revisions in the programmatic norms and parameters for
planning, implementation, monitoring and evaluation within the overall framework of the Scheme so as to
enable the National and State level implementing bodies to implement the Scheme efficiently and effectively.
The National Mission Authority shall meet at such time and place as may be fixed by the Chairperson.
Accordingly, National Mission Authority of Pradhan Mantri Uchchatar Shiksha Abhiyan is, hereby,
reconstituted as per the composition given in the Table below:

4. There shall also be a Project Approval Board at the national level below the National Mission Authority. The
Project Approval Board would undertake evaluation of the State Higher Education Proposals submitted by the
States/ Union Territories. Based on such evaluation, these proposals would be approved by the Project
Approval Board and funds released to States asper norms. The Project Approval Board may, during the course
of such evaluation, suggest certain changes to these proposals in which case the States/ Union Territories would
carry out the necessary changes and resubmit the same to Project Approval Board for consideration and
evaluation. To enable the National and State level implementing bodies to implement the Scheme efficiently and
effectively, the Project Approval Board will delineate the overall policy and planning and, based on the felt
needs of the Scheme, will be empowered to make necessary revisions in the programmatic norms and
parameters for planning, implementation, monitoring and evaluation within the overall framework of the
Scheme. It will review functioning of the Scheme. The Project Approval Board and other national
implementing bodies would be assisted by a Technical Support Group to be established for providing
professional, strategic, logistic and other support as may be required for implementing the project.
Accordingly, the Project Approval Board of Pradhan Mantri Uchchatar Shiksha Abhiyan is, hereby,
reconstituted as per the composition given in Table below:

5. This Resolution supersedes the previous Resolution No. 4-9/2013-U.II dated the 6th November 2013 regarding
Setting Up of National Mission Authority for Rashtriya Uchchatar Shiksha Abhiyan notified by the Department
of Higher Education, Ministry of Human Resource Development (now Ministry of Education).
