This notification establishes the Ministry of Culture, Archaeological Survey of India, Surveyor Cadre (Group 'B' and 'C' Posts), Recruitment Rules, 2025, which supersede the Archaeological Survey of India, (Class I and Class II gazetted posts) Recruitment Rules, 1967, concerning the Surveyor Officer post; the Archaeological Survey of India (Group 'B', Non-Gazetted posts) Recruitment Rules, 1973, concerning the Senior Surveyor post; and the Archaeological Survey of India (Class III – Non-Gazetted Posts) Recruitment Rules, 1968, concerning Surveyor Instructor, Surveyor Grade I, and Surveyor Grade II posts. The new rules specify the number of posts, classification, pay matrix levels, method of recruitment, age-limits, and qualifications for Surveyor Officer, Surveyor Grade I, and Surveyor Grade II positions. For Surveyor Officer (08 posts, Level-7, Rs.44900-142400), recruitment is 100% by promotion from Surveyor Grade-I with five years' regular service in Level-6 (Rs.35400-112400) and specific training. For Surveyor Grade I (39 posts, Group 'B', Non-Gazetted), recruitment is 90% by direct recruitment for candidates not exceeding thirty years of age (relaxable for Government servants) with a 12th class pass, a minimum two-year Diploma/Certificate in surveying or Diploma in Civil Engineering, and two years' experience; and 10% by promotion or deputation. Promotion to Surveyor Grade I requires ten years' regular service as Surveyor Grade II in Level-4 (Rs.25500-81100) with specific training. For Surveyor Grade II (06 posts, Group 'C', Non-Gazetted), recruitment is 100% by direct recruitment for candidates between 18 and 25 years of age (relaxable for Departmental candidates up to forty years) with a 10th class pass and a minimum two-year Diploma/Certificate in surveying or Diploma in Civil Engineering. A two-year probation period, including mandatory induction training, is prescribed for direct recruits for Surveyor Grade I and Grade II. Disqualification rules apply for bigamous marriages, though the Central Government may grant exemptions. The Central Government retains the power to relax rules in consultation with the Union Public Service Commission, and provisions for reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Ex-servicemen remain unaffected.

Short title and commencement.- (1) These rules may be called the Ministry of Culture, Archaeological Survey of India, Surveyor Cadre (Group 'B' and 'C' Posts), Recruitment Rules, 2025. (2) They shall come into force on the date of their publications in the Official Gazette. 2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.- The number of posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, the Other Backward Classes, the Ex-servicemen, and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The period of Deputation (including short- term contract) including period of Deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years.
