The Ministry of Road Transport and Highways, through S.O. 4994(E) dated 8th September, 2026, has levied fees for the use of the four laning of the Karur to Dindigul section from Km 290.000 to Km 367.725 (existing Km 292.600 to Km 373.275) of National Highway No. 7 (New No. 44) in Tamil Nadu. This action is taken in exercise of powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of rates and Collection) Rules, 2008, and subsequent amendments, and supersedes notification S.O. 1436(E) dated 10.06.2009. The Central Government had previously entrusted the stretch from Km 292.400 to Km 306.400 (Karur bypass) and Km 306.400 to Km 446.800 (Salem-Madurai section) of NH-7 to the National Highways Authority of India (NHAI) via S.O. 465(E) dated 26th April, 2002, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). The fee is specified in Table 1 for various vehicle types, with base rates per Km for the base year 2007-08 ranging from Rs. 0.65 for Cars/Jeeps to Rs. 4.20 for Oversized Vehicles. Fees are levied for a net road section length of 70.921 Km (Table 2) at 100% of base rates, for equivalent structure length of 11.04 Km (Table 4) at 100% of base rates (structures having length more than 60m are converted to equivalent road length by multiplying by 10), and at one and one-half times the base rate for bypasses having length of 5.70 Km (Vedasandur Bypass, Table 3) costing Rs. 10 crore or more (specifically Rs. 43.50 crore for Vedasandur Bypass). The fee is payable at the Fee Plaza located at design Km 332.000 of NH-44, Velanchettiyur Village, Karur District, Tamil Nadu. A monthly pass for non-commercial vehicles owned by residents within 20 Km of the fee plaza is Rs. 360/- for 2026-27, subject to annual revision. Multiple journey passes are available: one and a half times the one-way fee for two journeys (24-hour validity) and two-thirds of the amount for fifty single journeys for one month. Commercial vehicles registered in the district where the fee plaza falls are charged 50% of the specified rate if no service or alternative road is available. Overloaded vehicles are liable to pay a fee as per sub-rule 10 of the rules. All definitions are as per the said rules, and fee rates shall be displayed per rule 12. The Authority will calculate actual fees and discounts based on completed section length and revise annually per rule 5, publishing in English and vernacular newspapers. The estimated capital cost of the project is Rupees 1145.06 crore, and NHAI will maintain records of capital cost recovery through user fees.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs.360/- (Rupees Three Hundred and Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub rule 10 of the said rules. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1145.06 crore. The Authority shall maintain a record of the recovery of capital cost through user fee realised. [F.
