The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade, by Order S.O. 1377(E) dated 15th March 2024, in exercise of powers under section 16 read with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), and in supersession of the Plywood and Wooden Flush Door Shutters (Quality Control) Order, 2023, makes the Plywood and Wooden Flush Door Shutters (Quality Control) Order, 2024. The Order takes effect from 28th February 2025 generally, from 28th May 2025 for small enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), and from 28th August 2025 for micro enterprises under the same Act. It mandates that plywood and wooden flush door shutters conform to specified Indian Standards and bear the BIS Standard Mark under a licence per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, with an exemption for goods manufactured domestically for export; the Bureau of Indian Standards is designated as the certifying and enforcing authority, and contravention is punishable under the Bureau of Indian Standards Act, 2016. The Table annexed lists the covered Indian Standards, including IS 303:1989 (Plywood for general purposes), IS 2202 (Part 1):1999 (Wooden flush door shutters, solid core type, plywood face panels), IS 710:2010 (Marine plywood), IS 5509:2021 (Fire retardant plywood), IS 1328:1996 (Veneered decorative plywood), IS 2191 (Part 2):2022 and IS 2191 (Part 1):2022 (Wooden flush door shutters, cellular and hollow core type), IS 2202 (Part 2):2022 (Wooden flush door shutters, solid core type, particle board/fibre board face panels), IS 4990:2011 (Plywood for concrete shuttering) and IS 10701:2012 (Structural plywood). 1978 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 1311 ] NEW DELHI, FRIDAY , MARCH 1 5, 2024 /PHALGUNA 25, 1945 CG-DL-E-15032024-253067 (1) (2) (3) MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion o f Industry and Internal Trade) ORDER New Delhi, the 15th March, 2024 S.O. 1377 (E).—In exercise of the powers con ferred by section 16 read with section 17 and sub -section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Plywood and Wooden flush door shutters (Quality Control) Order, 2023, except as respects things done or omitted to be done before such supersession , the Central Government, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following order, namely: - 1.Short title and commencement. - (1) This order may be called the Plywood and Wooden flush door shutters (Quality Control) Order, 2024. (2) It shall come into force with effect from the 28th February,2025: Provided that in respect of small enterprise, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), it shall come into force with effect from the 28th May, 2025: Provided further that in respect of micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 o f 2006), it shall come into force with effect from the 28th August, 2025. 2. Compulsory use of Standard Marks. -Goods or articles specified in column (1) of the Table shall conform to the corresponding Indian Standard specified in column (2) of the Table and shall bear the Standard Mark under a licence from the Bureau as per Scheme -1 of Schedule -II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018: Provided that nothing in this order shall apply to goods or articles manufactured dome stically meant for export. 3. Certification and enforcing authority. -The Bureau shall be the certifying and enforcing authority for the goods or articles specified in column (1) of the Table. 4. Penalty for contravention. - Any person who contravenes the p rovisions of this order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
