It recites that vide earlier notifications S.O. 681(E) dated 27th April 2007 and S.O. 3092(E) dated 30th July 2021, M/s Path Oriental Highways Pvt. Ltd. (registered office at 76 Mall Road, Mhow, Madhya Pradesh) was authorised to collect and retain fee on the Rewa Bypass from Km 229/2 to 243/6 on National Highway No. 7 in Madhya Pradesh, developed on a Build-Operate-Transfer basis, until the end of the concession period (16th March 2020) and its extension to 19th July 2023. The Ministry approved a further extension of 284 days (229+49+6) beyond 19.07.2023, revising the concession period end date to 28th April 2024. Exercising powers under Sections 7 and 8A of the National Highways Act, 1956 (48 of 1956), the Central Government authorises M/s Path Oriental Highways Pvt. Ltd. or its authorised representative to collect and retain fee at rates specified in the annexed Schedule for the period 20th July 2023 to 28th April 2024. The Schedule sets per-trip toll rates (in Rupees) for Cars, Buses, Trucks, LMVs and Multi-Axle vehicles, rising from the original 2007 rates (Rs.15/85/85/30/145) to Rs.33/182/182/64/311 effective 20th July 2023, reflecting a 10% biennial increase per the Financial Bid. Exemptions from fee are specified for defence, VIP, police, fire-fighting, ambulance, funeral, and government-on-duty vehicles, with VIP status defined to include the President, Vice-President, Central/State Ministers, Governors, Lieutenant Governors, and Members of Parliament/State Legislatures within their constituencies, among others. Rates must be displayed in English and Hindi at toll plazas and 200 metres ahead on either side. The notification is issued under F. LTD. having its regist ered office at 76 Mall Road, Mhow, Madhya Pradesh was authorised to collect and retain fee on the mechanical vehicles for use of Rewa Bypass from km 229/2 to 243/6 on National Highway No. 7 in the State of Madhya Pradesh developed on Build, Operate and Transfer basis (he reinafter referred as ‘Rewa Bypass’) and for service provided by it till the end of concession period i.e. 16th March 2020 and its extension period 19th July 2023. And whereas, the Ministry of Road Transport and Highways, Government of India has approved e xtension in the concession period for the Rewa Bypass by 284 days (229+49+06) beyond 19.07.2023 i.e., up to 28.04.2024. The revised end date of the Concession Period will be 28th April 2024. Now, therefore, in the exercise of powers conferred by Sections 7 and 8A of the National Highways Act, 1956 (48 of 1956), the Central Government, having regard to the aforesaid extension in the concession period , hereby authorises the M/s PATH ORIENTAL HIGHWAYS LTD or its authorised legal representative to collect and r etain fee at the rates specified in the Schedule for the period from 20th July 2023 till the revised end date of the concession period i.e. 28th April 2024. The Fee set forth above shall be charged to the u sers of the REWA BYPASS on National Highway No. 7 for a one -way trip. 2. When a vehicle has to use the REWA BYPASS on National Highway No. 7 more than once in a day, the user shall at his option be entitled to do so on payment of one and half times the fee fo r one -way trip in the first trip itself. A vehicle owner shall be entitled to a monthly pass on payment of fee equal to thirty times the fee for one -way trip. 3. Following vehicle are exempted from the fee specified above, namely: - i. Defence Vehicle: - ii. Vehicle with VIP symbols; iii. Police Vehicle; iv. Fire Fighting Vehicle; v. Ambulance; vi. Funeral Vans; vii. Posts and Telegraphs Department Vehicles; viii. Central and State Government Vehicles on duty; 4. The vehicle officially belonging to the following shall be decided to be vehicle havi ng VIP symbols, namely: i. President of India; ii. Vice -President of India; iii. Central and State Minister; iv. Leaders of opposition of Lok Sabha or Rajya Sabha or State Legislatures having the status of Cabinet Minister; v. Governors of State; vi. Lieutenant Governors of Unio n Territories; vii. Speakers or Chairman of Central and State legislatures; viii. Executive Councillors of local elected bodies; ix. Foreign dignitaries on State visit to India; x. Foreign diplomats stationed in India using cars with CD symbols; xi. Member of Parliament and St ate Legislative Assembly or Council in their respective constituencies; 5. The above mentioned rates shall be conspicuously displayed in English and Hindi at the Toll Plazas and also 200 meters ahead of Toll Plazas on either side of REWA BYPASS. 6. The said M/s . PATH ORIENTAL HIGHWAYS LTD. or its authorised legal representative shall give a receipt to the payer for the fee collected from the payer. [F.
