NOTIFICATION
New Delhi, the 10th August, 2026
G.S.R. 729(E).— The following draft rules to further amend the All India Tourist Vehicles
(Permit), Rules, 2023 which the Central Government proposes to make, in exercise of the powers
conferred by sub-section (14) read with sub-section (9) of section 88 of the Motor Vehicles Act,
1988 (59 of 1988), is hereby published as required by sub-section (1) of Section 212 of the said Act
for information of all persons likely to be affected thereby and notice is hereby given that the said
draft rules shall be taken into consideration after the expiry of a period of thirty days from the date
on which the copies of this notification as published in the Gazette of India, are made available to
the public.
Objections or suggestions, if any, may be sent to the Additional Secretary (MVL), Ministry
of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110001, Email:
[email protected]. Any objection(s) or suggestion(s) which may be received from any
person with respect to the said draft rules before the expiry of the period aforesaid will be considered
by the Central Government.
DRAFT RULES
1. Short title and commencement.- (1) These rules may be called the All India Tourist Vehicles
(Permit) (Second Amendment) Rules, 2026.
(2) They shall come into force with effect from the date of publication of the Notification in the
Official Gazette.
2. In the All India Tourist Vehicles (Permit) Rules, 2023 (hereinafter referred to as the said rules),
in rule 3,—
(i) in the table under sub-rule (3),—
(a) in column (3) of serial number 1, for the Arabic numerals and punctuation mark “20,000”,
the Arabic numerals and punctuation mark “15,000” shall be substituted;
(b) in column (3) of serial number 2, for the Arabic numerals and punctuation mark “30,000”
the Arabic numerals and punctuation mark “22,500” shall be substituted;
(c) in column (3) of serial number 3, for the Arabic numerals and punctuation mark “80,000”,
the Arabic numerals and punctuation mark “60,000” shall be substituted;
(d) in column (3) of serial number 4, for the Arabic numerals and punctuation mark
“3,00,000”, the Arabic numerals and punctuation mark “2,25,000” shall be substituted;
(ii) in sub-rule (4), for the words “driven on methanol or ethanol fuel”, the words “exclusively driven
on hydrogen, methanol, ethanol fuel or any natural gas” shall be substituted.
3. In the said rules, in rule 4, for the proviso to sub-rule (5), the following provisos shall be
substituted, namely,—
"Provided that a battery operated tourist vehicle or a tourist vehicle exclusively driven on natural
gas or hydrogen may be granted All India Tourist Permit after such vehicle has completed fifteen
years, if such vehicle obtains a certificate of fitness from an automated testing station no later than
fifteen days before seeking the All India Tourist Permit:
Provided further that, in case of diesel vehicles registered in the National Capital Territory of Delhi,
the All India Tourist Permit shall not be granted after the vehicle has completed ten years from the
date of its first registration.”
4. In the said rules, in rule 6,—
(i) for sub-rule (2), the following sub-rule shall be substituted, namely,—
“(2) The All India Tourist Permit shall be used for a tourist vehicle used as a whole, for the transport
of a tourist or, tourists in a group, along with their personal luggage."
(ii) in sub-rule (3), —
(a) for the words “transport of tourists individually or in a group”, the words “transport of a
tourist or tourists in a group” shall be substituted;
(b) after the words “electronic form or in physical form”, the punctuation mark and words “,
and such vehicle is used as a whole" shall be inserted.
5. In the said rules, in rule 10, for the words “the destination of each tourist and", the words "the
destination, of tourists, and” shall be substituted.
