L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 167] NEW DELHI , TUESDAY , MARCH 12, 2024 /PHALGUNA 22, 1945 CG-DL-E-14032024-253000 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 12th March , 2024 G.S.R. 179(E).—The following draft of certain rules further to amend th e Central Motor Vehicles Rules, 1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub -section (1) of section 212 of the sa id Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Official Gazette, are made available to the public; Objections and suggestions to these draft rules, if any, may be sent to the Additional Secretary (MVL), Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi -110 0 01 or on the email: comments [email protected]; The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government. DRAFT RULES 1. Short T itle and commencement. -(1) These rules may be called the Central Motor Vehicles (………….. Amendment) Rules, 2024. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 125, in sub -rule (1) after the second proviso, the following provisos shall be inserted, namely: – “Provided further that Safety Belt Assemblies and safety b elt anchorages, fitted on vehicles of categories M, N and L7 manufactured on and after [1st April 2025], shall conform to IS 15140:2018, as amended from time to time and IS 15139:2002 (reaffirmed 2018), as amended from time to time, respectively. Provided further that the installation of Safety Belts and Restraint Systems on vehicles manufactured on and after [1st April 2025] shall conform to IS16694:2018 as amended from time -to-time." 3. In the said rules, in rule 125, in sub rules (1A), after the second proviso, the following proviso shall be inserted namely: - Provided further that for motor vehicles of category M1 manufactured on and after [1st April 2025], the specifications of Safety Belt Assemblies and Safety Belt Anchorages in motor vehicles shall c onform to IS 15140:2018, as amended from time to time and IS 15139:2002 (reaffirmed 2018), as amended from time to time, respectively. Provided further that the installation of Safety Belts and Restraint Systems on vehicles of M1 category manufactured on and after [1st April 2025] shall conform to IS16694:2018 as amended from time -to-time." 4. In the said rules, in Rule 125, in sub rules (9) and (10) for the figures, letters and words “AIS -145-2017”, the figures, letters and words “AIS -145-2018” shall be s ubstituted. 5. In the said rules, in Rule 125, in sub rules (9) the following proviso shall be inserted, namely: - “Provided that the vehicles of category M1, manufactured on and after the [1st April 2025], shall meet the requirement of safety belt reminder for all front facing rear seats as per AIS -145-2018.” [F.
