The National Dam Safety Authority, under F. No. TE-32/2/2023-NDSA-MOWR dated 13th March 2024, in exercise of powers conferred by sub-section (1) read with clauses (c), (d), (e), (g), (o) and (q) of sub-section (2) of section 54 of the Dam Safety Act, 2021 (41 of 2021), and on recommendation of the National Committee, makes the National Dam Safety Authority Regulation, 2023, effective from the date of publication in the Official Gazette; the regulations require every State Dam Safety Organisation to maintain a digital log book or database for each specified dam, including a cover page with officer-in-charge details, detailed salient-feature tables (Table A for dams, Table B for barrages/weirs) covering parameters such as location, dam type, storage capacity, spillway design, power generation and irrigation infrastructure, periodicity of observations (e.g., hourly/daily reservoir level, inflow, seepage, rainfall readings), records of maintenance works, records of incidents/failures/unusual events (structural damage, unusual seepage, gate malfunction, flood exceeding design capacity, seismic events, etc.), and inspection details; the regulations further prescribe qualification, experience and training requirements for personnel responsible for dam safety, specifying minimum graduation qualifications and at least three years' relevant experience for designations including Chief Engineer, Superintending Engineer (Civil, Mechanical, Electrical) and Executive Engineer, with training topics to be formulated by the National Dam Safety Authority.

No. TE-32/2/2023 -NDSA -MOWR .—In exercise of the powers conferred by sub-section (1), read with clauses (c), (d), (e ), (g), (o) and (q) of sub-section (2) of section 54 of the Dam Safety Act, 20 21 (41 of 2021), the National Dam Safety Authority on the recommendations of the National Committee , hereby makes the following regulations, namely: - 1. Short title and commencement . – (1) These regulations may be called the National Dam Safety Authority Regulation, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions : - (1) In these regulations, unless th e context otherwise require s, - (a) ―Act‖ means the Dam Safety Act, 2021 ; (b) ―Authority ‖ means the National Dam Safety Authority established under section 8 of the Act; (c) ―section ‖ means section of the Act . (2) Words and expressions used herein and not defined in these regulations but defined in the Act shall have the meanings respectively assigned to them in t he Act. 3. Maintenance of log books or database. – (1) Every State Dam Safety Organisation shall maintain a log book or database for each specified dam under their jurisdiction recording therein all activities related to the surveillance and inspection an d important events related to dam safety . (2) The log b ook for data base shall be in digital form containing the following details, namely :- (a) a cover page containing the n ame of the dam and the n ame, phone number and email-id of the officer in-charge al ong with designation and date of taking charge of the dam; (b) salient features of the dam and barrage or weir as specified in the table s below , namely: - Table A Sl. Any unusual seismic event; 13. any other relevant items. (f) brief details of inspections as specified in the table below, namely: - Table Sl. Executive Engineer (Civil ) or equivalent Graduation or Diploma in Civil Engineering from a recognised University or Institution Minimum three years’ experience in dealing with Dam Engineering or Dam Safety aspects or related works. 6. Executive Engineer (Mechanical ) or equivalent Graduation or Diploma in Mechanical Engineering from a recognised University or Institution Minimum three years’ experience in dealing with operation and maintenance of gates and Hydro -mechanical equipment or related works. 7. Assistant Executive Engineer or Assistant Engineer (Electrical ) or equivalent Graduation or Diploma in Electrical Engineering from a recognised University or Institution Minimum two years’ experience in dealing with Electro -mechanical equipment or related works. 11. Junior Engineer (Civil ) or equivalent Graduation or Diploma in Civil Engineering from a recognised University or Institution Minimum two years’ experience in dealing with Dam Engineering or Dam Safety aspects or related works. 12. Junior Engineer (Mechanical ) or equivalent Graduation or Diploma in Mechanical Engineering from a recognised University or Institution Minimum two years of experience in dealing operation and maintenance of gates and Hydro mechanical equipment or related works. 13. Junior Engineer (Electrical ) or equivalent Graduation or Diploma in Electrical Engineering from a recognised University or Institution Minimum two years of experience in dealing with Electromechanical equipment or related works. (2) Relaxation in experience may be considered for officers recruited at entry level , namely, Junior Engineer or Assistant Engineer or Assistant Executive Engineer or equivalent, and in such cases, adequate training shall be provided at the time of joining the post. 5. Engineers to be employed for the purpose of investigation, design and construction of specified dams. –Any construction or alteration of a specified dam shall be undertaken subject to investigation, design and construction being done by the competent engine ers having the qualification and experience as specified in the table below, namely: - Table Sl. Geologist Graduation in Geology from a recognised University or Institution, possessing minimum six years’ of field experience in Geological invest igations of Concrete or Masonry or Earth or Rockfill Dam, as the case may be. Preference may be given to Masters or Ph.D. in Geology. 4. Hydrologist Graduation in Civil Engineering from a recognised University or Institution, possessing m inimum five years ’ experience in Hydrology related areas. Preference may be given to Master’s degree in Hydrology or Water Resources Engineering . 5. Hydro Mechanical Engineer Graduation in Civil or Mechanical Engineering from a recognised University or Institution, possessing m inimum five years’ experience in design or execution of Hydromechanical works in Water Resources projects. 6. Electrical Engineer Graduation in Electrical Engineering from a recognised University or Institution, possessing m inimum five years’ ex perience in design or execution of Electrical works in Water Resources projects. 7. Material or Quality control Engineer Graduation in Civil Engineering from a recognised University or Institution, possessing m inimum five years’ experience in quality contro l aspects of Concrete or Masonry or Earth or Rockfill Dams, selection of quarry or material etc. 8. Instrumentation Engineer Graduation in Civil or Mechanical or Electrical or Electronics and Instrumentation Engineering from a recognised University or Insti tution, possessing m inimum five years’ experience in Instrumentation planning, technical specification of instruments and analysis of instrumentation data of Concrete or Masonry or Earth or Rockfill Dams. 9. Dam Break Analysis and Emergency Action Plan Engineer Graduation in Civil Engineering from a recognised University or Institution, possessing m inimum five years’ experience in hydrological and hydraulic modelling using relevant advance modelling tools, Dam Break Analysis, Flood Routing, Inundation Ma pping, preparation of Emergency Action Plan etc. Preference may be given to Master’s degree. 10. Dam construction or rehabilitation Engineer (Concrete or Masonry or Earth or Rockfill Dam, as the case may be) Graduation in Civil Engineering from a recognised University or Institution, possessing m inimum three years’ experience in construction or rehabilitation of Concrete or Masonry or Earth or Rockfill Dam, as the case may be. Preference may be given to Master’s degree in Structural or Geotechnical or Earthq uake Engineering or related areas . 6. Level of competent engineers for dam safety units. - For each specified dam, the owner shall, within the operation and maintenance establishment, provide a dam safety unit consisting of the competent levels of engineers as specified in column (3) and their reviewing officers specified in column (4) of the table below, for the category of dam specified in the corresponding column (2) of the said table, namely: - Table Sl.
