By Resolution No. S-16012/01/2021-L.W(B) dated 12 September 2024, the Ministry of Labour and Employment's Central Advisory Contract Labour Board, exercising powers under section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, constituted a Committee to consider granting exemption under section 31 of the Act to the Parsa East and Kanta Basean Coal Block (15 MTPA capacity) of Rajasthan Rajya Vidyut Utpadan Nigam Ltd. from the prohibition on employment of contract labour imposed by Notification No. S.O. 2063 dated 21 June 1988 in respect of the works at serial numbers 1 to 3 of the schedule to that notification; the eight-member Committee is chaired by Shri Surendra Kumar Pandey of Bharatiya Mazdoor Sangh, with members including Shri Himanshu Sekhar Pradhan (National Aluminium Company Limited), Shri Jayant S. Deshpande, Shri Mukesh Mathur (General Secretary, North Western Railway Employees Union), Shri Ranjay Kumar, Shri Shiv Kumar Yadav (President, Koyala Shramik Sabha), the Deputy Chief Labour Commissioner (Central), Raipur as Member Convener, and Shri Jai Bhagwan, Under Secretary, Ministry of Labour and Employment, as Member Coordinator; the Committee's headquarters will be at Raipur and it must submit its report within two months; the resolution was signed by Jai Bhagwan, Secretary.

EXTRAORDINARY PART I—Section 1 PUBLISHED BY AUTHORITY No. 241] NEW DELHI, THURSDAY , SEPTEMBER 12, 2024/BHADRA 21, 1946 CG-DL-E-13092024-257147 MINISTRY OF LABOUR AND EMPLOYMENT (Central Advisory Contract Labour Board ) RESOLUTION New Delhi the 12 th September, 2024 No. S-16012/01/2021 -L.W(B).—In exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby constitutes a Committee to consider the Grant of exemption to Parsa Ea st and Kanta Basean Coal Block of 15 MTPA of Rajasthan Rajya Vidyut Utpadan Nigam Ltd. under section 31 of the Contract Labour (Regulation and Abolition) Act, 1970 against Notification No. S.O. 2063 dated 21.06.1988 in respect of employment of Contract Lab our in the works at serial no. 1 to 3 given in the schedule to the said Notification. 2. The composition of the Committee and its terms of reference will be as under: - 1. The terms of reference of the proposed Committee would be as follows: - “To study whether there is justification for grant exemption to Coal Mining Projects at Parsa East and Kanta Basean Coal Block of 15 MTPA of Rajasthan Rajya Vidyut Utpadan Nigam Ltd. in the works specified in the schedule to the notification No. S.O. 2063 dated 21.06.1988 at serial no. 1 to 3 against Notification No. S.O. 2063 dated 21.06.1988 prohibiting of employment of Contract Labour in the works given in the schedule (Sl.
