The Ministry of Road Transport and Highways, by notification S.O. 3923(E) dated 10th September 2024, recites that under earlier notification S.O. 2530(E) dated 17th September 2015 (issued under Section 5 of the National Highways Act, 1956 (48 of 1956)) NH214 in Andhra Pradesh was entrusted to the State Government of Andhra Pradesh, and now, in exercise of powers under Section 7 of the said Act read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and in supersession of notification S.O. 3106(E) dated 11th September 2020, levies a fee at sixty percent of the Table 1 base rate for a net road section of 44.852 km and equivalent structure length of 1.670 km (actual structure length 0.167 km) and ninety percent of the base rate for bypasses totalling 17.924 km costing Rs 10 crore or more, for use of the two-lane paved-shoulder Pasarlapudi to Losari section of NH-214 and NH-214A (New NH-216) from design Km 106.000 to 136.520 and 0.000 to 32.900 in Andhra Pradesh, authorising the National Highways Authority of India to collect the fee; the fee plaza is located at Km 12+180 of NH-216 near Seetharampuram village, West Godavari District, with additional fees payable for the Razole Bypass (14.164 km, costing Rs 60.80 crore) and Mogaltur Bypass (3.76 km, costing Rs 18.16 crore) and for two major bridge structures; a local resident's monthly pass is set at Rs 340 for 2024-25, commercial vehicles registered locally receive a 50% discount where no alternate road exists, and the notification records an estimated capital cost of Rs 839.35 crore for the project, signed by Suman Prasad Singh, Joint Secretary.

5875 GI/202 4 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 3588 ] NEW DELHI, THURS DAY , SEPTEMBER 12, 2024/BHADRA 21, 1946 CG-DL-E-13092024-257128 (1) (2) 108.800 123.048 122.363) 14.164 60.80 पेव् ड शो‍ ड र 13.660 17.420 17.670) 3.76 18.16 उस्‍ ल स्ित 90% 60% MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 10th September , 2024 S.O. 3923 (E).— Whereas by notification of the Government of India in the Ministry of Road Tra nsport and Highways number S.O. 2530(E) dated the 17th September, 2015 issued under Section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government has entrusted the National Highway 214 as situated in the State of Andhra Pradesh to the State Government of Andhra Pradesh Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules,2008 (hereinafter referred to as the “said rules”) and in supersession of the Gazette Notification published vide S.O. 3106(E) dated 11.09.2020, the Central Government hereby levies the fee at sixty percent of the rate specified in column (2) of the Table 1 for net road section length of 44.852 Km and for equivalent structure length (having length more than 60m) of 1.670 Kms (having total length of 0.167 Kms) and ninety per cent of the base rate for bypasses having length of 17.924 Kms costing rupees ten crores or more on the type of vehicles specified in column(1) of Table 1 below for the use of two lane with paved shoulders of the Pasarlapudi to Losari section of National Highway number NH -214 and NH-214A [New NH -216)] from design Km 106.000 to Km.136.520 and 0.000 to 32.900 (Existing km.105.170 to km.135.740 and Km0.000 to Km34.230) in the state of Andhra Pradesh and authorises the National Highways Authority of India to collect, either through its officials or through a Contractor, the said fee, namely: - Table - 1 Type of vehicle Base rate of fee per km for the base year 2007 -08 (in Rupees) (1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Minibus 1.05 Bus or Truck (Two Axles) 2.20 Three -axle Commercial Vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) 3.45 Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non -commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 340 (Three Hundred and Forty Rupees only) for the year 2024 -25 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table -5 Amount payable Maximum number of one -way journeys allowed Period of validity One and one – half times of the fee for one -way journey Two Twenty -four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys Fifty One month from date of payment. 6. Fee for commercial vehicle (excluding vehicle plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub -rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definition including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007 -08 as mentioned in Table -1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and same shall be published in at least one newspaper in English and vernacular language. 11. The estimated Capital Cost of the project is Rupees 839.35 crore. The Capital Cost of the project is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc., are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of the capital cost through user fee realised.
