The Ministry of Road Transport and Highways, via notification S.O. 1314(E) dated 12th March 2024, recites that by earlier notification S.O. 4530(E) dated 18th December 2019 issued under section 5 of the National Highways Act, 1956 (48 of 1956), the Central Government had entrusted the National Highway 58 Extn (Old NH 76A) stretch in Rajasthan to the State Government of Rajasthan, and now, in exercise of powers under section 7 of the said Act read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, levies fee at 60% of base rates (base year 2007-08) for the two-lane paved-shoulder Kundal to Jhadol section (design Km 0.00 to Km 43.900 of NH 58E), net road length 33.85 km plus equivalent structure length 1.80 km (actual bridge length 0.180 km), and at 90% of base rates for three bypasses costing Rs. 10 crore or more (Kundal 1.350 km/Rs. 18.81 crore, Naya Kheda 3.700 km/Rs. 21.47 crore, Jhadol 4.82 km/Rs. 55.43 crore excluding two major bridges), all payable at the fee plaza at Km 16.750 of NH-58E near Pipalwas village, Udaipur district, collected by the National Highways Authority of India; it prescribes a monthly pass of Rs. 330.00 for 2023-24 for local residents, multiple-journey pass rates, a 50% concession for local commercial vehicles absent alternative roads, overload penalties under rule 10(1A), and states the estimated capital cost of the project as Rs. 273.97 Crore, subject to variation pending completion of land acquisition, utility shifting and tree cutting; signed by Suman Prasad Singh, Joint Secretary, under File No. RO/JAI/Toll/2021-22/1107/E-200660.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non -commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs 330.00 ( Three Hundred and Thirty Rupees only) for the year 2023 -24 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - TABLE -5 Amount Payable Maximum number of one way journeys allowed Period of validity One and one -half times of the fee for one way journey Two Twenty four hours time of payment from the Two-third of amount of the fee payable for fifty single journeys Fifty One month from payment date of 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of su ch commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highw ay to the fee collecting agency, equal to the fee specified in sub -rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for infor mation of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007 -08 as mentioned in Table -1 above, the actual amount of fee to be charged from the mechanical vehicles and the dis counts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in Engl ish and vernacular language. 11. The estimated capital cost of the project is Rupees 273.97 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
