The Ministry of Road Transport and Highways issued Notification S.O. 1312(E) dated 12 March 2024, referring to earlier Notification S.O. 1457(E) dated 09.05.2017 issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988) entrusting the Dabwali-Goluwala-Rajasthan Border stretch (Km 40.44 to 73.94) of NH-54 (new) in Haryana and Punjab to the National Highways Authority of India, and now, in exercise of powers under Section 7 of the National Highways Act, 1956 (48 of 1956) read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, levies a fee on mechanical vehicles for use of the Mandi Dabwali to Chautala section from design Km 27.400 to Km 62.200 of NH-54 (new), covering a net road length of 21.3150 km, equivalent structure length of 1.522 km, and bypass length of 13.3328 km (bypasses costing Rs. 10 crore or more charged at 150% of base rate), with base-year (2007-08) rates ranging from Rs. 0.65/km for cars/jeeps/vans to Rs. 4.20/km for oversized vehicles with seven or more axles, collected at six Fee Plazas located near Jogewala, Dabwali, Alika, Shergarh, Abubshehar and Chautala villages in Sirsa district, Haryana, with additional provisions for multi-journey passes, penalties for overloaded vehicles under sub-rule 1A of Rule 10, double fees for vehicles lacking a valid functional FASTag, and an estimated project capital cost of Rs. 1381.83 crore; the notification is signed by Suman Prasad Singh, Joint Secretary, under F. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded veh icle on the National Highway to the fee collecting agency, equal to the fee specified in sub -rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical veh icle. 7. Vehicles with valid functional FAStag will be allowed on the access -controlled highway. A fee equal to two times of the fee payable to that category will be levied from the vehicles who are not having valid functional FAStag, non- FAStag v ehicles, low balance, Blacklisted FAStag etc. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometer for the base year 2007 -08 as mentioned in Table -1 above, the actual amount o f fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1381.83 crore . The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
