The Ministry of Commerce and Industry (Department For Promotion Of Industry And Internal Trade), through Notification G.S.R. 618(E) dated 10th September, 2025, has exercised powers conferred by sub-section (1) and clause (d) of sub-section (2) of section 39 of the Boilers Act, 2025 (12 of 2025), to issue the 'Chief Inspectors, Deputy Chief Inspectors and Inspectors (qualification and experience) Rules, 2025'. These new rules supersede the Chief Inspectors, Deputy Chief Inspectors and Inspectors (qualification and experience) Rules, 2012, with a saving clause for actions already taken. The rules define 'Act' as the Boilers Act, 2025, and 'Recognised University or equivalent' to include Central/State funded Universities, AICTE approved Engineering Colleges, UGC approved Private/Deemed Universities, and the Institution of Engineers. For appointment as Chief Inspector, a person must have a bachelor's degree in Mechanical, Production, Power Plant, or Metallurgical Engineering from a recognised University, plus ten years managerial experience in boiler-related activities or Act implementation, or specific alternative experience as Deputy Chief Inspector or Inspector. A Deputy Chief Inspector requires the same bachelor's degree and six years managerial experience or four years as an Inspector. An Inspector requires the same bachelor's degree and two years technical personnel experience in boiler-related activities or Act implementation. A proviso allows existing officers' qualifications and experience to be governed by existing State recruitment rules at the State Government's option. Short title and commencement.– (1) These rules may be called the Chief Inspectors, Deputy Chief Inspectors and Inspectors (qualification and experience) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) "Act" means the Boilers Act, 2025 (12 of 2025); (b) "Chief Inspector", "Deputy Chief Inspector” and “Inspector” respectively, shall mean, a person appointed to be as a Chief Inspector, a Deputy Chief Inspector and an Inspector under the Act; (c) "Recognised University or equivalent" means a Central or State funded University or Institution, Engineering College approved by "All India Council for Technical Education", Private or Deemed University approved by the University Grants Commission, Institution of Engineers. 3. (1) A person to be appointed as Chief Inspector shall have the qualification and experience, namely:- (a) a bachelor's degree in Mechanical or Production or Power Plant or Metallurgical Engineering from a recognised University or equivalent; and (b) ten years experience in a managerial capacity in the design, construction, erection, operation, testing, repair, maintenance or inspection of boilers or in the implementation of the Act and the rules and regulations framed thereunder; or minimum four years experience as Deputy Chief Inspector; or minimum eight years total experience as Deputy Chief Inspector and as Inspector; or minimum eight years experience as Inspector. (2) A person to be appointed as Deputy Chief Inspector shall have the qualification and experience, namely:- (a) a bachelor's degree in Mechanical or Production or Power Plant or Metallurgical Engineering from a recognised University or equivalent; and (b) six years experience in a managerial capacity in the design, construction, erection, operation, testing, repair, maintenance or inspection of boilers or in the implementation of the Act and the rules and regulations framed thereunder; or minimum four years experience as Inspector. (3) A person to be appointed as an Inspector shall have the qualification and experience, namely:- (a) a bachelor's degree in Mechanical or Production or Power Plant or Metallurgical Engineering from a recognised University or equivalent; and (b) two years experience as a technical personnel in the design, construction, erection, operation, testing, repair, maintenance or inspection of boilers or in the implementation of the Act and the rules and regulations framed thereunder: Provided that the qualification and experience of a person already working as a Chief Inspector or a Deputy Chief Inspector or an Inspector may be governed by the existing recruitment rules in the State as per the option of the State Government.
