NOTIFICATION
New Delhi, the 8th January, 2026
G.S.R. 13(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution
and in supersession of the Ministry of Agriculture and Farmers Welfare, Department of Agriculture,
Cooperation and Farmers Welfare, Farm Machinery Training and Testing Institute, Technical, Group 'C'
Posts Recruitment Rules, 2017, except as respects things done or omitted to be done before such supersession,
the President hereby makes the following rules regulating the method of recruitment to the Group 'C'
technical posts in the Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers
Welfare, in the Farm Machinery Training and Testing Institutes, namely:-
1. Short title and commencement. - (1) These rules may be called the Ministry of Agriculture and
Farmers Welfare, Department of Agriculture and Farmers Welfare, Farm Machinery Training and Testing
Institute, Technical, Group 'C' Posts Recruitment Rules, 2026.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts specified in column (1) of the Schedule annexed
to these rules.
3. Number of posts, classification and level in the pay matrix. – The number of the said posts, their
classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of
the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit,
qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the
aforesaid Schedule.
5. Disqualification. No person,-
(a) who has entered into or contracted a marriage with the person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient
so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward
Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the
Central Government from time to time in this regard.

Age-limit for direct recruits.

Between 18 and 27 years of age. (Relaxable for Government servants upto forty years in accordance with
the instructions or orders issued by the Central Government from time to time.)
Note 1: The crucial date for determining the age-limit shall be the closing date for receipt of applications
from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal
Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti Districts and Pangi sub-Division
of Chamba District of Himachal Pradesh, Union territory of Andaman and Nicobar Islands or Ladakh or
Lakshadweep).
Note 2: The crucial date for determining the age-limit shall be as advertised by the Staff Selection
Commission. (Where recruitment is not through Staff Selection Commission, crucial date for determining
the age-limit shall be the last date for receipt of applications).
Educational and other qualifications required for direct recruits.

2. (i) Diploma in Agricultural Engineering from a recognised Institute or University with five years'
experience in the relevant field; or
(ii) Bachelor's Degree in Agricultural Engineering from recognized institute or University; and
2. Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be
done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).
Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent
Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Staff Selection
Commission or Competent Authority, for reasons to be recorded in writing, in the case of candidates
belonging to the Scheduled Castes or Scheduled Tribes, if any, at stage of selection, Staff Selection
Commission or Competent Authority, is of the opinion that sufficient number of candidates from these
communities possessing the requisite experience are not likely to be available to fill up the vacancies
reserved for them.

Promotion:
Senior Technicians in level-4 (Rs. 25500-81100) in the pay matrix with five years' regular service in the
grade.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors would also be considered provided, they are not short of the requisite qualifying
or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is
less and have successfully completed their probation period for promotion to the next higher grade,
alongwith their juniors who have already completed such qualifying or eligibility service.

3. Diploma in Draughtsmanship (Mechanical) from a recognised Institution or Certificate in
Draughtsmanship (Mechanical) from an Industrial Training Institute; and
2. Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be
done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).
Desirable:
One year experience in software like Autocad or Perfect Resize Professional Edition or Solidwork or
Catia or equivalent software in organization in Government or statutory or autonomous organization or
public sector undertaking or University or private organization of repute.
Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent
Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Note 2: The qualification regarding experience is relaxable at the discretion of the Staff Selection
Commission or Competent Authority, for reasons to be recorded in writing, in the case of candidates
belonging to the Scheduled Castes or Scheduled Tribes, if any, at stage of selection, Staff Selection
Commission or Competent Authority, is of the opinion that sufficient number of candidates from these

(A)(i) Industrial Training Institute Certificate in Mechanic Agricultural Machinery, or Mechanic Motor
Vehicle, or Mechanic Tractor, or Mechanic Diesel Engine, or Electrician trade;
(ii) five years' experience in operation and maintenance of tractor or heavy transport vehicle or heavy
earthmoving equipments or electrical maintenance; and
(B) Possessing valid driving licence of light and heavy duty vehicle and tractor; and
(C) Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be
done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).
Note 1: The particular trade in which a Senior Technician is required to be recruited shall be specified at
the time of recruitment.
Note 2: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent
Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Note 3: The qualification(s) regarding experience is relaxable at the discretion of the Staff Selection

(i) Industrial Training Institute Certificate in Electrical trade, or Diesel Mechanic trade, or Motor
Mechanic trade, or Tractor Mechanic trade with three years experience in any of the trades
mentioned above and proficiency in driving and maintenance of vehicles and tractors and should
possess a valid driving licence for light and heavy duty vehicles and tractors; or
(ii) Industrial Training Institute Certificate in Electrical, or Electronic, or Instrument Mechanic with
three years experience in auto electrical or instruments or electronics maintenance; and
B. Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be
done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).
Note 1: The particular trade in which a Technician is required to be recruited shall be specified at the time
of recruitment.
Note 2: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent
Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
Note 3: The qualification(s) regarding experience is relaxable at the discretion of the Staff Selection
Commission or Competent Authority, for reasons to be recorded in writing, in the case of candidates
belonging to the Scheduled Castes or Scheduled Tribes, if any, at stage of selection, Staff Selection

Multi-Tasking Staff (Technical) and Multi-Tasking Staff (Non-Technical) in level-1 (Rs. 18000-56900) in
the pay matrix with three years' regular service in the grade possessing the educational qualification and
experience as prescribed for direct recruits under column (7).
Note 1: The eligibility list for promotion shall be prepared with reference to the date of completion by the
officers of the prescribed qualifying service in their respective level or post.
Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors would also be considered provided they are not short of the requisite qualifying
or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is
less and have successfully completed their probation period for promotion to the next higher grade

Between 18 and 27 years of age. (Relaxable for Government servants upto forty years in accordance with
the instructions or orders issued by the Central Government from time to time.)
Note 1: The crucial date for determining the age-limit shall be the closing date for receipt of applications
from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal
Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti Districts and Pangi sub-Division
of Chamba District of Himachal Pradesh, Union territory of Andaman and Nicobar Islands or Ladakh or
Lakshadweep).
Note 2: The crucial date for determining the age-limit shall be as advertised by the Staff Selection
Commission. (Where recruitment is not through Staff Selection Commission, crucial date for determining
the age-limit shall be the last date for receipt of applications).

(iv) Industrial Training Institute Certificate in Tractor Mechanic or mechanic in Agricultural
machinery or Diesel Mechanic; and
(ii) Possessing valid driving licence of tractor and HMV; and.
(iii) Qualifying in Skill Proficiency Test (which shall be of qualifying nature and assessment shall not be
done on the basis of marks obtained in such tests, instead of holding interviews is to be conducted).
Note: Qualifications are relaxable at the discretion of the Staff Selection Commission or Competent
Authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.
