NOTIFICATION
New Delhi, the 11th September, 2025
G.S.R. 620(E). — In exercise of the powers conferred by clauses (b) and (c) of sub-section (2) of section 141
of the Border Security Force Act, 1968 (47 of 1968) and in supersession of the Border Security Force Combatised Para-
Medical Staff Recruitment Rules, 2013, in so far as they relate to the post of Matron or Assistant Commandant, except
as respects things done or omitted to be done before such supersession, the Central Government hereby makes the
following rules regulating the method of recruitment to the posts of Deputy Commandant (Matron) and Assistant
Commandant (Matron) in the Border Security Force under the Ministry of Home Affairs, namely:-
1. Short title and commencement.- (1) These rules may be called the Border Security Force, Combatised Para-
Medical Cadre (Group 'A' Posts) Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these
rules.
3. Number of posts, classification and level in the pay matrix.- The number of the said posts, their
classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said
Schedule.
4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for
so doing, exempt any person from the operation of this rule.
6. Medical fitness. - Notwithstanding anything contained in these rules, only those persons who are in medical
category SHAPE-I, shall be eligible for appointment under the provisions of these rules.
7. Liability of service.- Any person, appointed to any post under these rules shall be liable to serve anywhere in
India or abroad.
8. Ineligibility of non-citizens of India. - No person, who is not a citizen of India shall, except with the prior
permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal
or Bhutan in the Force.
9. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last
day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time
to time:
Provided that a person whose date of birth is on the first of a month, shall retire from service in the
afternoon of the last day of the preceding month on attaining the age of sixty years.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation
as specified in sub-rule (1).
10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing relax any of the provisions of these rules in respect of any
class or category of persons.
11. Saving.- Nothing in these rules shall effect reservation, relaxation of age- limit and other concessions required to
be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex-servicemen and other
special categories of persons in accordance with the orders issued by the Central Government from time to time in this
regard.

| in the grade and having successfully completed basic training in the relevant field as specified by the Central |
| Government or Director General Border Security Force at entry level; and |
| (b) the candidates shall be in medical category SHAPE-I as prescribed by the Central Government from time to time. |
| Note.- Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, |
| their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by |
| more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully |
| completed their probation period for promotion to the next higher grade along with their juniors who have already |
| completed such qualifying or eligibility service. |

| (i)Subedar Major (Sister Incharge) in level-8 in the pay matrix (Rs.47600-151100) with four years regular service in |
| the grade and having successfully completed basic training in the relevant field as specified by the Central |
| Government or Director General Border Security Force at entry level; and |
| (ii) the candidates shall be in medical category SHAPE-I as prescribed by the Central Government from time to time. |
| Note 1.- The eligibility service for the incumbents holding the post of Subedar Major (Sister Incharge) on regular |
| basis on the date of commencement of these rules shall be two years of regular service in the grade. |
| Note 2.- Where Juniors who have completed their qualifying or eligibility service are being considered for promotion, |
| their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by |
| more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully |
| completed their probation period for promotion to the next higher grade along with their juniors who have already |
| completed such qualifying or eligibility service. |
| (b) Deputation: |
| Officers of the Central Government or State Governments or Union territory Administrations, - |
| (a) (i) holding analogous post on a regular basis in the parent cadre or department; or |
| (ii) with four years service rendered after appointment to the post on a regular basis in level-8 of the pay matrix (Rs. |
| 47600-151100) or equivalent in the parent cadre or department; and |
| (b) possessing the following educational qualifications and experience, namely:- |
| (i) 12th class pass from a recognised Board; |
| (ii) Bachelor's Degree or Diploma in General Nursing Programme from a recognised University or institute; and |
| (iii) registered with the Central Nursing council or State Nursing Council as a General Nurse and Mid-wife. |
| Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible |
| for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration |
| for appointment by promotion. |
| Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately |
| preceding this appointment in the same or some other organisation or Department of the Central Government shall |
| not ordinarily exceed three years. |

Note-3.- The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the
closing date of receipt of applications.
