This notification, S.O. 3643(E) dated August 7, 2025, issued by the Ministry of Road Transport and Highways, levies fees for the Nelamangala-Tumkur section of NH-48 (Old NH-4) from Design Chainage Km.29.500 to Km.62.000 in the State of Karnataka. This action is taken under Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and supersedes notification S.O. No.1466(E) dated 24th December, 2003. The Central Government previously entrusted this highway stretch to the National Highways Authority of India (Authority) via notification S.O 78(E), dated 04th February 1999, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). Fees are levied at 75% of the base rate for a net road section length of 20.284 Km and an equivalent structure length of 2.160 Km (actual length 0.216 Km) for the four or more lane section being upgraded to six lanes, payable at the Fee Plaza at Km 30.000 near Kulumepalya, Nelamangala Taluk, Bangalore Rural District. A 100% rate is applied for a net road section length of 11.850 Km and an equivalent structure length of 1.499 Km (actual length 0.1499 Km), payable at the Fee Plaza at Km 61.500 Chokkenahalli near Kyatsandra of Tumkur district. The base rates, effective from the base year 2007-08, range from Rs. 0.65 per km for Car, Jeep, Van or Light Motor Vehicles to Rs. 4.20 per km for Oversized Vehicles (Seven or more axles). An equalization factor of 10 is used to convert the length of structures exceeding 60m into equivalent highway length. A monthly pass for non-commercial vehicles owned by residents within 20 kilometers of the toll plaza is Rs. 350/- for the year 2025-26. Multiple journey passes include one and a half times the fee for two journeys within 24 hours, and two-thirds of the amount for fifty single journeys for fifty journeys within one month. Commercial vehicles registered in the district where the fee plaza falls are eligible for a 50% discount if no service road or alternative road is available. Overloaded vehicles are liable to pay a fee as specified in sub-rule 1A of Rule 10. Fee rates are to be displayed as per Rule 12 and revised annually according to Rule 5, with publication in English and vernacular newspapers. The estimated capital cost of the project is Rupees 1476.416 Crore.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purpose and resides within a distance of twenty kilometers from the toll plaza is Rs.350/- (Rupees Three Hundred and Fifty only) for the year 2025-26 and is subject to revision every year as per the provisions of said Fee Rules. 4. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc., shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the base rate of fee per kilometer for the base year 2007-2008 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 1476.416 Crore The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc., are yet to be completed.
