By S.O. 1132(E) dated 6th March 2024, the Ministry of Road Transport and Highways, in exercise of powers under sub-section (3) of Section 58 and sub-section 3(a) of Section 110 of the Motor Vehicles Act, 1988, accorded approval for a period of twelve months for the road transportation of five over-dimensional "Product Splitter" section consignments (Sections 1-5) by M/s PRISM Logistics Private Limited, transporter for M/s Fab-Tech Works & Construction Private Limited, from Alibag, Raigad, Maharashtra to M/s. GAIL's PDH-PP Project at Usar, Alibag, Maharashtra, over a route of 2 km. The Schedule specifies the prime movers (mainly Volvo HP 520 and Scania G500 trucks) and modular hydraulic trailers (Goldhofer and TII makes, various axle configurations) to be used, along with detailed vehicle/load configuration tables giving unladen weight, consignment weight, laden vehicle weight, load per axle line, laden height, and overall dimensions (length, width, height) for each consignment section. The approval is subject to conditions including compliance with load restrictions of the Public Works Department/local authorities/National Highway Authority of India, prior permission and ten days' advance intimation before transit, a maximum speed of 5 km/hr, mandatory yellow-and-black zebra-striped trailers with warning lamps and flags, escort vehicles displaying heavy-load warnings, liability of the transporter for any damage to roads, bridges or other road users, and payment of road taxes, fitness certificates, insurance and permits for all vehicles, which remain registered in Andhra Pradesh, Haryana, Gujarat, Karnataka, Maharashtra, Nagaland and the Union Territory of Daman and Diu. (16 tyres per axle row) 5. The above relaxa tion is subject to the conditions that: — i. The specific route for transportation of these over dimensional consignments will be from M/s Fab -Tech Works & Construction Private Limited, Alibag, Raigad Maharashra, to M/s. GAIL, PDH -PP Project at USAR, Alibag, M aharashtra by Road for 2 Kms. ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained before the veh icles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view. iii. The transporter will observe such restrict ions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. iv. The transporter will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the rem oval of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are pu t on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s PRISM logistics Private Limited . v. The transporter will give intimation at least ten days in advance and would need to obta in permission before commencement of transit, from concerned authority of State or Union Territory Authorities/National Highway Authority of India en -route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the conc erned authority. vi. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any d amage is caused to the roads or road structures/bridges/other road users/persons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicl es should be moved without any hindrance to the normal flow of traffic. x. The vehicles should display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum spee d of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the fr ont and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), Nationa l Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Andhra Pra desh, Haryana, Gujarat, Karnataka, Maharashtra, Nagaland and union territory of Daman and Diu. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the sam e. xvi.
