The Ministry of Road Transport and Highways noted that vide notification S.O. 2797(E) dated 28th June 2023 issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government had entrusted the Km. 10.200 to Km. 82.209 stretch of National Highway No. 30 (old NH-43, New NH-30) in Chhattisgarh to the National Highways Authority of India, and, in exercise of powers under section 7 of the National Highways Act, 1956 (48 of 1956) read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, issued S.O. 1170(E) dated 6th March 2024 levying fees for a net road section length of 49.343 km, an equivalent structure length of 6.4247 km (converted from 0.64247 km of physical structures at seven listed ROB/Major Bridge locations using a tenfold equalisation factor), and bypasses totaling 22.0232 km costing Rs. 10 crore or more, covering design Km. 10.200 to 43.400 (Raipur-Kodebod Section) and Km. 43.400 to 82.209 (Kodebod-Dhamtari Section) of NH-30, with base rates (2007-08) ranging from Rs. 0.65 per km for cars to Rs. 4.20 per km for oversized vehicles, fee payable at the Fee Plaza at Ch. 45+500 near Maroud village, Dhamtari district (covering 49.34333 km at 100% of base rate), plus additional bypass fees at 150% of the base rate for the Nimora Bypass (7.95 km, Rs. 103.85 crore), Abhanpur Bypass (2.8232 km, Rs. 39.70 crore), and Dhamtari Bypass (11.25 km, Rs. 125.50 crore); the monthly pass rate for local non-commercial vehicle owners is Rs. 330 for 2023-24, and the estimated capital cost of the project is Rs. 1994.68 crore; issued under F. The rate of monthly pass for a person who owns a mechanical vehicle regis tered for non -commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 330.00 (Three Hundred Thirty Rupees Only) for the year 2023 -24 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following r ates, namely: - Table -5 Amount Payable Maximum number of one way journeys allowed Period of validity One and one -half times of the fee for one way journey Two Twenty four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys Fifty One month from date of payment 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the dist rict where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanica l vehicle which is loaded in excess of permissible load specified for its category, s hall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub -rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exemp ted vehicles, service road, alternative road, etc. shall be as per definitions speci fied in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rat e of fee per kilometer for the base year 2007 -08 as mentioned in Table -1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section an d revised annually in accordance with the rule 5 of the said rules and th e same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 1994.68 Crore. The capital cost is subjected to variation as the activities of land acquisition, utility s hifting, tree cutting, etc. are yet to be completed.
