The Ministry of Road Transport and Highways, by notification S.O. 5295(E) dated 4th December 2024 (published 9th December 2024), recites that National Highway No. 703A in Punjab was earlier entrusted to the State Government of Punjab under notification S.O. 3459(E) dated 1st October 2020 issued under Section 5 of the National Highways Act, 1956 (48 of 1956), and now, in exercise of powers under Section 7 of the said Act read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, levies a user fee at sixty percent of the base rate for the two-laned-with-paved-shoulders Makhu-Arifke section of NH-703A from design Km 0.000 to Km 24.600 (net road length 23.437 km plus equivalent structure length of 11.63 km, from actual structure length 1.1634 km using an equalisation factor of 10) in Ferozepur district, Punjab, authorising the National Highways Authority of India to collect the fee at the toll plaza located at existing Km 23.800 near village Arifke. Base rates per kilometre for the base year 2007-08 range from Rs. 0.65 for cars/jeeps/vans to Rs. 4.20 for oversized vehicles with seven or more axles; a monthly local-resident pass costs Rs. 340 for 2024-25, multiple-journey passes are available at 1.5 times the single-journey fee for two journeys within twenty-four hours or two-thirds of the fifty-journey fee for fifty journeys within one month, local commercial vehicles without an alternative service road pay 50% of the applicable fee, and overloaded vehicles are liable for ten times the applicable fee. The estimated capital cost of the project is Rs. 170.20 Crore, subject to variation pending completion of land acquisition, utility shifting and tree cutting, and the notification is signed by Kamlesh Chaturvedi, Joint Secretary.

Hence, the user fee for this ROB would be levied after its completion and till such date, the user fee for the completed length of the project shall only be levied. 3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the toll plaza is Rs. 340.00 (Rupees Three Hundred Forty only) for the year 2024-25 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the toll collecting agency, equal to ten times of the fee applicable to such category of mechanical vehicle and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Nation Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 10. The estimated capital cost of the project is 170.20 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
