G.S.R. 730(E), dated 10th October 2023, Ministry of Health and Family Welfare (Department of Health and Family Welfare), issued under sub-sections (5) and (6) of section 8 read with section 56 of the National Medical Commission Act, 2019 (30 of 2019). Titled the National Medical Commission (Appointment of Officers and Staff) Recruitment (Amendment) Rules, 2023, effective from date of publication in the Official Gazette. Amends the Schedule to the National Medical Commission (Appointment of Officers and Staff) Recruitment Rules, 2021 (published vide G.S.R. 837(E) dated 26 November 2021) by substituting the entries for serial number 1, Member (Examination Cell), and inserting a new serial number 1A, Member II (Examination Cell). Both posts carry Level 14 in the pay matrix (Rs 1,44,200-2,18,200), General Central Service, Group 'A', Non-ministerial, filled by deputation or short-term contract; deputation eligibility requires five years' service in Level 13 (Rs 1,23,100-2,15,900) or equivalent, drawn from Central/State Government, Union Territory Administrations, Armed Forces Medical Services, or autonomous/statutory organisations, Public Sector Undertakings, Universities or recognised research institutions. Member (Examination Cell) additionally requires an MBBS degree, a postgraduate medical degree, at least ten years' experience teaching and conducting exams in medical colleges, and at least five years as professor. Member II (Examination Cell) requires a postgraduate degree and at least ten years' experience providing information technology and administration support for examinations at Institutes of National Importance, the National Testing Agency, or a recognised University/Institute, with desirable specialisation in Information Technology or Human Resource Management. Maximum deputation age for both posts is fifty-eight years (short-term contract up to sixty-seven years for the Member post). The Selection Committee for both posts comprises the Chairperson, National Medical Commission; Director General, Indian Council of Medical Research; Director, All India Institute of Medical Sciences, Delhi; Director, Post Graduate Institute of Medical Education & Research, Chandigarh; and Secretary, National Medical Commission, as Member Secretary. G.S.R. 730(E).—In exercise of the powers conferred by sub -sections (5) and (6) of section 8 read with section 56 of the National Medical Commission Act, 2019 (30 of 2019), the Central Government hereby makes the following rules to amend the Na tional Medic al Commission (appointment of Officers and Staff) Recruitment Rules, 2021, namely: - 1. (1) There rules may be called the National Medical Commission (appointment of Officers and Staff) Recruitment (Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the National Medical Commission (appointment of Officers and Staff) Recruitment Rules, 2021 in the Schedule, for serial number 1 relating to the post of Member (Examination Cell) and the entries relating thereto in columns (1) to (13), the following shall be substituted, namely: - (1) (2) (3) (4) (5) (6) (7) ―1. By Depu tation: Officers of the Central Government or State Governments or Union Territory Administrations or Armed Forces Medical Services or autonomous or statutory organisations or Public Sector Undertakings or Universities or recognized research institutions: (i) holding analogous post on regular basis in the parent cadre or departments; or (ii) with five years service rendered after appointment to the post on a regular basis in Level 13 in the pay matrix (Rs 1,23,100 - 2,15,900) or equivalent in the present ca dre or department; and (iii) p ossessing Degree in Bachelor of Medicine and Bachelor of Surgery from a recognised University with a post graduate medical degree; (iv) having at least ten years of experience in teaching a nd conducting exams in medical colleges; (v) should have been a professor for at least five years. Note 1: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age -limit for appointment on deputation shall be not exceeding fifty -eight years and for appointment on short term contract basis shall be not exceeding sixty -seven years as on the closing date of receipt of applications. Note 3: The Selection Committee, as per column (12), shall be competent to relax any condition in deserving cases.
