NOTIFICATION
New Delhi, the 10th October, 2023.
G.S.R. 731(E).— In exercise of the powers conferred by sub -sections (5) and (6) of section 8 read with
section 56 of the Nation al Medical Commission Act, 2019 (30 of 2019), the Central Government hereby makes the
following rules regulating the method of recruitment to the post of President (In -charge), Examination Cell in the
National Medical Commission, namely: -
1. Short t itle and commencement. - (1) These rules may be called t he National Medical Commission [ Presiden t
(In-charge), Examination Cell] Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Num ber of posts, classification and level in pay matrix. - The number of posts, its classification, and the level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age -limit, qualifications, etc. – The method of recruitment, age -limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification. - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post.
Provid ed that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and other party to the marriage and that there are grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any
class or catego ry of persons.
6. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex -Servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time, in
this regard.

medicine or s urgery;
(iv) having teaching or research
experience of not less than ten years;
(v) fifteen years standing in the
profession;
(vi) extensive practical and
administrative experience in medical
research or medical education and
adequate experience of runnin g an
important scientific educational
institution as Head or Head of the
Department;
(vii) minimum one year experience as
head of institute or head of department
would be required for eligibility. The
following types of work experience will
count as releva nt experience in this
criterion, namely: -
(1) Head of the Institute; or
(2) Head of Department; or
(3) Medical Superintendent; or
(4) Head of Clinical Department;
or
(5) Head of Unit; or
(6) Dean; or
(7) Sub Dean; or
(8) Head or Dean of examination
section; or
(9) Experience similar to above .
Note 1: The period of deputation
including the period of deputation in
another ex -cadre post held immediately
preceding this appointment in the same
or some other organization or
Department of the Central Government
shall ordinarily not exceed three years.
Note 2: The maximum age -limit for
appointment on deputation shall be not
exceeding fifty -eight years and for
appointment on short term contract basis
shall be not exceeding sixty -seven years
as on the closing d ate of receipt of
applications.
Note 3: The Selection Committee, as per
column 12, shall be competent to relax
any condition in deserving cases.
