The Ministry of Road Transport and Highways, through notification S.O. 4915(E) dated 3rd September, 2026, has levied user fees for the Four Laning of the Nagpur-Kondhali Section, from Design kilometre 9.200 to Design kilometre 50.000 on National Highway No. 53 (Old NH-6) in the state of Maharashtra. This action is taken by the Central Government in exercise of powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and supersedes the existing user fee notification S.O. 3059 (E) dated 30.12.2010. The notification also references an earlier entrustment of the Nagpur – Kondhali – Talegaon section (Km 9.200 to Km 100.000 of NH-6 (New NH-53)) to the National Highways Authority of India by notification S.O. 1584(E) dated 10.11.2005, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). Fees are specified for a net road section length of 40.425 km (excluding structures over 60m) and an equivalent structure length of 3.750 km (derived from an actual structure length of 0.375 km, specifically a flyover from Km 48.340 to Km 48.715). The fee plaza is located at Km.20.600 (Design Chainage) near Gondkhairi village in Nagpur District of Maharashtra. Base rates per km for the base year 2007-08 range from Rs 0.65 for Car/Jeep/Van/Light Motor Vehicle to Rs 4.20 for Oversized Vehicles (seven or more axles). A monthly pass for non-commercial vehicles registered and residing within 20 kilometres of the fee plaza is fixed at Rs 360.000 for the year 2026-27, subject to annual revision as per the rules. Provisions for multiple journey passes include one and a half times the one-way fee for two journeys (valid 24 hours) and two-thirds of the fee for fifty single journeys (valid one month). Commercial vehicles registered in the district where the fee plaza falls are eligible for a 50% discount if no service road or alternative road is available. Overloaded vehicles are liable to pay fees as specified in Rule 10 of the said rules. The estimated capital cost of the project is Rs. 272.55 Crores, with the Authority tasked to maintain records of capital cost recovery. Fee rates are to be displayed as per Rule 12 and annually revised and published as per Rule 5.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 360.000/- (Rupees Three hundred Sixty only) for the year 2026-27 and is subject to revision every year as per the provisions of the said rules. 4. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules. 9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rs. 272.55 Crores. The Capital Cost is subject to variation as the activities of Land Acquisition, Utility Shifting, Tree Cutting, Future Strengthening, Capacity Augmentation etc. are yet to be completed.
