The Ministry of Road Transport and Highways issued Notification S.O. 2899(E) on June 8, 2026, declaring the acquisition of specific land for the Srinagar Ring Road Phase-IIA project. This declaration follows an earlier intention to acquire land, published via Notification S.O. 6159(E) dated December 31, 2025, under sub-section (1) of section 3A of the National Highway Act, 1956 (48 of 1956). The purpose of the acquisition is for building (widening/four-laning, etc.), maintenance, management, and operation of the road stretch from Km. 0.000 to Km. 12.130 in the District of Ganderbal in the Union Territory of Jammu & Kashmir. Public notice of the intention was given on January 4, 2026, in "Rising Kashmir" and "The Daily Aftab Srinagar" under sub-section (3) of section 3A. The Competent Authority considered and settled objections filed under Section 3-C and subsequently submitted its report to the Central Government under sub-section (1) of section 3D. Consequently, the Central Government, exercising powers conferred by sub-section (1) and (2) of section 3D of the said Act, declares that the land detailed in the annexed Schedule shall be acquired and vest absolutely in the Central Government, free from all encumbrances, upon publication of this notification. NOTIFICATION
New Delhi, the 8th June, 2026

S.O. 2899(E). - Whereas by the notification of the Government of India in the Ministry of Road Transport
and Highways, S.O 6159 (E) Dated: 31/12/2025, published in the Gazette of India No. 5949, Extraordinary, Part II,
Section 3, Sub-section (ii) issued under sub-section (1) of section 3A of the National Highway Act, 1956 (48 of 1956)
(hereinafter referred to as the said Act), the Central Government declared its intension to acquire the land specified in
the Schedule annexed to the said notification for building (widening/four-laning, etc.), maintenance, management and
operation of Srinagar Ring Road Phase-IIA in the stretch of land from Km. 0.000 to Km. 12.130 in the District of
Ganderbal in the Union Territory of Jammu & Kashmir

And whereas the substance of the said notification has been published in "Rising Kashmir" and "The Daily
Aftab Srinagar" both dated 04.01.2026; under sub-section (3) of section 3A of the said Act;

And whereas the Competent Authority has received objections filed under Section 3-C, considered and
settled the same appropriately;

And whereas, in pursuance of sub-section (1) of section 3D of the said Act, the Competent Authority has
submitted its report to the Central Government;

Now, therefore, upon receipt of the said report of the competent authority and in exercise of the powers
conferred by the sub-section (1) of section 3D of the said Act, the Central Government hereby declares that the land
specified in the said Schedule should be acquired for the aforesaid purpose;

And further, in pursuance of sub-section (2) of section 3D of the said Act, the Central Government hereby
declares that on publication of this notification in the Official Gazette, the land specified in the said Schedule shall
vest absolutely in the Central Government, free from all encumbrances.
