The new rules regulate recruitment to four posts: Chief Ship Surveyor-cum-Joint Director General (Technical) (1 post, Level-14 in pay matrix Rs. 144200-218200, by deputation/promotion, maximum age 58 for deputation), Deputy Chief Ship Surveyor-cum-Senior Deputy Director General (Technical) (1 post, Level-13 in pay matrix Rs. 123100-215900, by promotion), Ship Surveyor-cum-Deputy Director General (Technical) (7 posts, Level-12 in pay matrix Rs. 78800-209200, 85% direct recruitment, 15% deputation/promotion, maximum age 50 for direct recruits and 56 for deputation), and Junior Ship Surveyor-cum-Assistant Director General (Technical) (1 post, Level-11 in pay matrix Rs. 67700-208700, by direct recruitment, maximum age 40 for direct recruits). All posts are classified as General Central Service, Group 'A', Gazetted, Non-Ministerial, with numbers subject to workload variation as of 2026. Educational qualifications for all posts require a Bachelor's degree in Naval Architecture, with varying experience requirements (16 years for Chief Ship Surveyor, 8 for Ship Surveyor, 3 for Junior Ship Surveyor). Direct recruits for Ship Surveyor and Junior Ship Surveyor have a one-year probation period, including mandatory two weeks induction training. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Shipping, Road Transport and Highways, Directorate General of Shipping, Chief Ship Surveyor-cum-Joint Director General (Technical), Group 'A' Post, Recruitment Rules, 2007; and the Ministry of Shipping, Directorate General of Shipping and Mercantile Marine Department Group ‘A' (Technical-Naval Architecture) posts Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Chief Ship Surveyor-cum- Joint Director General (Technical), Deputy Chief Ship Surveyor-cum-Senior Deputy Director General (Technical), Ship Surveyor-cum-Deputy Director General (Technical) and Junior Ship Surveyor-cum-Assistant Director General (Technical) in the Directorate General of Shipping and Mercantile Marine Department, Ministry of Ports, Shipping and Waterways, namely:- 1. Short title and commencement. – (1) These rules may be called the Ministry of Ports, Shipping and Waterways, Directorate General of Shipping and Mercantile Marine Department, Naval Architecture (Group 'A' Posts) Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The departmental Deputy Chief Ship Surveyor-cum-Senior Deputy Director General (Technical) in level-13 in the pay matrix (Rs.123100-215900) with three years of regular service in the grade and having the educational qualifications and experience prescribed for considering appointment on deputation basis is considered along with outsiders. If the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed five years.
