The Ministry of Road Transport and Highways issued notification S.O. 591(E) dated 8 February 2024, noting that by earlier notification S.O. 4201(E) dated 11 October 2021 (issued under Section 5 of the National Highways Act, 1956 (48 of 1956)), the stretch of National Highway No. 753L in Maharashtra had been entrusted to the State Government of Maharashtra; exercising powers under Section 7 of the said Act read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, the Central Government levies user fee on the Bodhwad-Muktainagar-Barhanpur section, from design kilometer 44.760 to 78.145 (existing Km 45.000 to 78.430) of NH-753L, applying full base rate for 2.407 km of four-or-more-lane road and 60% of base rate for 30.978 km of two-lane-with-paved-shoulder road, and authorises the National Highways Authority of India to collect the fee directly or through a contractor; base rates per kilometer for the 2007-08 base year range from Rs. 0.65 (Car/Jeep/Van/Light Motor Vehicle) to Rs. 4.20 (Oversized Vehicles, seven-plus axles), with intermediate rates for light commercial vehicles (Rs. 1.05), two-axle buses/trucks (Rs. 2.20), three-axle commercial vehicles (Rs. 2.40), and heavy construction/multi-axle vehicles (Rs. 3.45); fees are payable at the fee plaza at design chainage Km 69.00 near village Purnad, Muktainagar Taluka, District Jalgaon, Maharashtra; a monthly local-resident pass (within 20 km of the plaza, non-commercial vehicles) costs Rs. 330 for 2023-24, subject to annual revision; multiple-journey passes are available at 1.5 times the one-way fee for two journeys within 24 hours, or two-thirds of the fifty-single-journey fee for a one-month pass; locally registered commercial vehicles (excluding national-permit vehicles) pay 50% of the prescribed fee where no service or alternative road exists, and overloaded vehicles incur an additional fee under sub-rule 1A of Rule 10 until the excess load is removed; the estimated capital cost of the project is Rs. 178.26 crore, subject to variation for land acquisition, utility shifting, tree cutting, price adjustment and GST; the notification is signed by Suman Prasad Singh, Joint Secretary, under F. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 330.00 (Rupees Three Hundred Thirty only) for the year 2023-24 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. 3. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 5. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency equal to the fee specified in sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 6. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 7. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 8. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 9. The estimated capital cost of the project is Rupees 178.26 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, price adjustments, GST etc. are yet to be completed.
