Pursuant to Section 36 (e) to (h) of the Rashtriya Raksha University, the University shall prepare statutes concerning the appointment of teachers, academic staff and other employees of the University, their emoluments and conditions of service. Teachers and academic staff shall include Senior Professor, Professor, Associate Professor, Assistant Professor, Researchers, Librarian, Deputy Librarian, Assistant Librarian, Director (Physical Education & Sports), Deputy Director (Physical Education & Sports), Assistant Director (Physical Education & Sports) including all equivalent posts such as Director in erstwhile RSU with Academic Grade Pay and other teaching and academic posts as may be decided by the Governing Body from time to time. The University shall strive to attract, retain and promote merits and talents at all level of functioning, ensure representation of women in minimum 33% of all regular posts at all times and shall implement innovative and such other incentive measures to realize the same. The University shall conduct the recruitment process, make appointments and all related aspects in accordance with extant applicable University Grants Commission regulations and norms for similarly placed Institutes of National Importance, as amended from time to time. Where such norms are not available, the University shall, by Ordinances, frame its own recruitment rules, laying down the qualifications, experience and nature of duties, etc., according to the requirements and compatibility of the post with the approval of the Governing Body. 2. The Governing Body may invite a person of high academic distinction and professional attainments to accept a post of Professor or Associate Professor or any other equivalent academic post in the University in the manner, and as per the terms and conditions as laid down in the Ordinances: a. Provided that the Governing Body may also create supernumerary post for a specified period for appointment of such persons: b. Provided further that the number of supernumerary posts so created shall not exceed five percent of the total posts in the University. 3. The Governing Body may appoint such academician working in any other university or organisation for undertaking a joint project in accordance with the procedure laid down in the Ordinances. 4. RRU seeks to appoint outstanding scholars and practitioners in all fields of security. RRU is an equal opportunity employer. Women, non-Indian nationals, and those belonging to Scheduled Castes, Scheduled Tribes, and Other Backward Classes are encouraged to apply. 5. All other aspects which are not covered in these Regulations, on applicability, financial assistance, date of implementation of revised pay and allowances and payment of arrears, etc. shall be as approved by the Governing Body upon the recommendation of the Academic Council and or Executive Council as appropriate. Regulation 2 Recruitment Process and qualifications 1. Planning for manpower requirement is initiated by the concerned School or administrative Unit by filling the MRF (Manpower Requisition Form) and Memorandum of Obligation (MoD). A proposal duly approved by the concerned School Director or the designated officers, wherever applicable shall be sent to Human Resources Branch. A separate MRF and MoD should be filled for each position. 2. According to the position required, the appropriate MRF for Permanent / Tenure Based Scaled Contract / Temporary / Outsourced employee should be filled 3. Head of Human Resources Branch or the designated official will discuss the proposal with the concerned School Director / Administrative Unit and obtain the approval of the Vice-Chancellor for filling up the position. 4. Once the approval is granted, the HR Branch will initiate the recruitment process. ADVERTISEMENT 5. The direct recruitment for all permanent appointment / tenure based scale contract shall be on the basis of merit through all India advertisement and selections by the duly constituted Selection Committees as per the provisions mentioned in this Ordinance. PROCESSING OF APPLICATIONS 6. The HR Branch together with the School will be responsible for segregating the resumes received against the advertisement and will conduct the shortlisting as per eligibility criteria. 7. The terms and conditions of the post shall be advertised by the University and all applications received within the date specified in the advertisement shall be considered by the Selection Committee, provided that the Selection Committee may for sufficient reasons consider any application received after the date so specified: Provided further that if the Executive Council considers it appropriate, there shall be an advertisement on the website of the University for various posts, excluding direct recruitment to permanent posts, and the applications received from time to time may be considered by the appropriate School / Centre / administrative units and their recommendations sent to the Vice-Chancellor for taking appropriate action in accordance with the procedure laid down by the Executive Council from time to time. 8. No act or proceeding of any Selection Committee shall be called in question on the ground merely of the absence of any member or members of the Selection Committee. 9. A Selection Committee constituted for the purpose of making recommendations for appointment to a post shall be eligible to exercise its functions in relation to that post until the time the appointment is made. 10. Candidates selected for interview for a post under the University may be paid such travelling allowance as may be determined by the Executive Council from time to time in this behalf. 11. RRU faculty should have a strong commitment and ability to conduct high standard of professional teaching for youth above the age of 16 years enrolled in any program including certificate / diploma / degree program in any part of India and produce high quality research, publishable in reputed security journals. The eligibility criteria for appointment of Assistant Professor and equivalent positions is as per approved recruitment of concerned academic position. RRU seeks to attract professionals from practical fields of security to maintain balance between class-room teaching, field and practical training, hence, the University shall attract and maintain balance of regular-teaching and practicing professionals. Regulation 3 Selection Committee for academic position from Level – 10 to Level – 15. Post Assistant Professor / Assistant Professor (Professional) (Level – 10) Selection Committee 1. Regulation 4 Selection Committee for Administrative Position from Level – 10 to Level – 12 Post Assistant Registrar (Level – 10) Selection Committee 1. Vice Chancellor - Chairperson 2-3. (b) At least three members, including two external members shall constitute the quorum. Post Deputy Registrar (Level – 12) Selection Committee 1. Vice Chancellor - Chairperson 2-3. Regulation 5 Administrative and Ministerial posts For all other administrative and ministerial permanent posts from Level – 1 to Level – 9 (Group-C and Group-B), the eligibility criteria, the selection process and other related aspects shall be extant applicable as per recruitment rules of Central Government employees. The selection committee shall consist of Registrar or Deputy Registrar, head of the administrative unit, one academician closely related to the field of administration / technical area as determined by the Registrar, two external relevant subject experts / experienced professionals. Regulation 6 Selection Principles and Process 1. The selection procedure shall incorporate transparent, objective and credible methodology of analysis of the merits and credentials of the applicants based on weightages given to the performance of the candidate in different relevant dimensions and his/her performance on a grading system Performa. In order to make the system more credible, universities may assess the ability for teaching and/or research aptitude through a written examination, seminar or lecture in a classroom situation or discussion on the capacity to use latest technology in teaching and research at the interview stage. These procedures can be followed for both direct recruitment and CAS promotions wherever selection committees are prescribed in these Regulations. 2. In all the Selection Committees of direct recruitment of teachers and other academic staff, an academician representing SC/ST/OBC/Minority/Women/Differently-abled categories, if any of candidates representing these categories is the applicant and if any of the members of the selection committee do not belong to that category, shall be nominated by the Vice Chancellor of the University. The academician, so nominated for this purpose, shall be one level above the cadre level of the applicant, and such nominee shall ensure that the norms of the Central Government, in relation to the categories mentioned above, are strictly followed during the selection process. 3. In the case of selection of faculty members who are from outside the academic stream, the University shall lay down clear and transparent criteria and procedures so that only outstanding professionals who can contribute substantially to the university knowledge system are selected in any discipline as per the requirements. 4. Selection process a. Personal Interviews will be fixed as per the convenience of the Selection Committee for Group - A and Group - B (Gazetted). b. Candidates shortlisted for test / interview will be notified about it by an email. с. The candidates will be directed to the venue for test/interview. Forms that are needed to be filled like qualification details, etc, will be done at this stage. d. The interview structure may involve skill test, personal interview, and / or group discussion/ debate/quiz. e. HRB will ensure that after the interview, each of the Selection Committee member provide their feedback in writing about the performance of the candidates. f. HRB will also play an active role in salary negotiation & fixation. g. HRB will collect feedback from references as needed making Offer of Appointment. 5. Offer of Appointment shall be made as soon as possible, and upon receipt of consent of the candidate, a detailed Order of Appointment shall be given, subject to clearance of medical examination, Police Verification and psychological fitness test. 6. The University shall have Internal Quality Assurance Cell (IQAC) with the Vice Chancellor, as Chairperson which shall act as the documentation and record-keeping Cell for the institution including assistance in the development of Assessment Criteria and Methodology Performa based on these Regulations. The IQAC shall also include student feedback system as per the NAAC guidelines. Regulation 7 Appointments 1. The initial appointment for all the positions will be on Tenure Based Scaled Contract. RRU will offer salary and other allowances as per scale fixed for the Tenure Based Scaled Contract appointment. For academic staff, a teacher who is on the tenure track is expected to go up for a tenure review 5 years after starting the position. The tenure review evaluates a teacher's contributions in three areas: research, teaching, and service to the university. Before the review process starts, the teacher has to put together a tenure dossier. The dossier typically includes a CV, list of publications, comprehensive teaching portfolio, tenure statement, list of awards and grants, and details of university service. The University Tenure Committee will also solicit five to ten external letters of review from prominent senior scholars in the field. The external reviewers will evaluate the teacher's work and impact on the field to make a recommendation about whether they should be awarded tenure. Once the external letters of review have been received, the Committee will review the dossier and the School Director make a recommendation on the tenure application. Next, the tenure dossier will go to the University Dean, then the Academic Council, and ultimately the Vice-Chancellor who will make the tenure decision for the approval of the Governing Body. Five to seven years after receiving tenure, an assistant professor will go up for another review after which he/she is promoted to next grade. Ten years after serving as an Assistant Professor, he/she will go for another review after which he/she can be promoted to Associate Professor. Five to seven years after receiving tenure, an associate professor will go up for another review after which he/she is promoted to full professor. 2. For administrative and technical staff, upon successful completion of the first tenure of 5 years, the staff will be given permanent appointment till the age of superannuation as per the Central Government norms. 3. Notwithstanding anything contained above, RRU shall, if it is in the interest of the University to do so, have absolute right to end the tenure of an employee by giving him/her not less than three months' notice or notice period as mentioned in his/her appointment letter in writing or pay and allowances in lieu of such notice. 4. The employee appointed on Tenure Based Scaled Contract will be given leave as given to a permanent employee. He/she will be eligible for other benefits like LTC and dispensary facility. 5. Any internal candidate if selected for a position higher than his/her current position, will be paid appropriate honorarium/additional charge allowance beside the salary to compensate for the higher responsibility. In case the position is temporary, the honorarium/ additional charge allowance will be paid till the period RRU has a requirement. Once the requirement is over, the person will be placed at the same position or appropriate position as per his/her current level. 6. The permanent and Tenure Based Scaled Contract employees of the RRU will be eligible to House Rent, Compensatory and Dearness Allowances as sanctioned by the Governing Body from time to time. These are at present at par with those for the Central Government employees stationed at Gandhinagar. Regulation 8 Joining Procedure and Orientation 1. JOINING PROCEDURE a. Collection of primary details in the prescribed form, 'Candidate's Statement & Declaration'. b. Document of the following certificates and testimonial submitted by the candidate will be verified with the originals. с. Mark sheets from 10th to last qualified exam (educational & professional) d. Passing certificates of exams e. Birth certificate f. Present and Permanent address proof g. Relieving letter and latest salary slip of the last organization served h. Medical certificate for fitness i. Copy of Aadhar card / PAN card / passport / driving license / election identity card / any other photo identity proof issued by State/Central Government. j. Two photographs b) Collection of joining report. c) Issuing of 'Joining Memorandum'. d) Formal introduction to the Head of Human Resources Branch and announcement to Schools / Administrative Units about the candidate's appointment. e) Issuing I-card. 2. Selection and compensation of employees shall be made without distinction as to race, sex, or religion. 3. Without prejudice to the recruitment of fresh talent at all levels, full regard will be given, at the time of recruitment, to the qualifications and experience of persons already in the service of the University for the position. 4. The recruitment & selection will comply with the Central Government guidelines on Reservations. 5. An employee, should not, without the written permission of Vice-Chancellor be engaged directly or indirectly in any trade, business or occupation or any other remunerative commitment. However, serving as a member on the Board of Directors of any company and receiving a sitting fee for the Board meeting is permitted subject to the approval of the Board/Director. 6. Address of the Employee: The employee must inform the RRU of his / her local residential address, permanent address and address for correspondence in writing. In case of any change in residential address or address for correspondence, the RRU should be notified in writing failing which the last address shall be considered as correspondence address. 7. The age of retirement from the service of the RRU will be as per the UGC or Institution of National Importance or Central Government norms, as applicable. 8. RRU will record the age of every employee at the time of his/her employment and the entry of age in the personnel file is to be attested by the employee. Employees are required for this purpose, to produce any of the following documents in proof of their age: Birth Certificate / School Leaving Certificate / Passport 9. Every employee is liable to be transferred from one position to another equivalent position; from one department/section to another department/section either temporarily or permanently at the discretion of the Institute, without any additional remuneration or by way of increase in pay or allowances. In such a transfer, terms and conditions prevailing in the new placement will be applicable; however, his/her seniority will not be affected. An employee of the University shall have all India and Foreign Service obligations. Regulation 9 Short-term appointments To cater to the short-term academic, research and training needs of the University, the Vice-Chancellor may make short-term appointments of maximum 364 days with due regard to the national advertisement, selection process and criteria as followed for regular appointments. The remuneration and benefits shall be determined as per the academic, research, training needs of the University. There shall be no automatic right to extension or renewal or conversion into any permanent or tenure based scale contract. Regulation 10 Administrative and Ministerial Appointments 1. All appointments of the University shall be governed by the following terms and conditions, namely:- Every appointment shall be subject to the condition that the appointee is certified as being in sound health and physically and mentally fit for service by a medical or psychological authority / experts nominated by the Vice-Chancellor: Provided that the Vice-Chancellor may, for sufficient reasons, relax the medical requirements in any particular case or class of cases, subject to such conditions, if any, as may be laid down by the Vice-Chancellor. All appointees shall subscribe to non-disclosure agreement for the protection of confidential or information as such designated by the University. 2. Probation: All appointments to permanent posts shall ordinarily be made for five years including probation period of one year after which the appointee, if confirmed, shall continue to hold his / her appointment subject to the provisions of the Act and the Statutes, till the end of the month in which he/she attains the age of superannuation for the holders of permanent appointment or last date of appointment whichever is earlier, as decided by the Executive Council and/or the Central Government from time to time: 3. Provided that where the Executive Council considers that in the interest of the students and for the purpose of teaching, research and guiding the students registered for the PhD programme, any member of the teaching and academic staff should be reemployed, it may reemploy such a member till the end of the semester or the academic session as may be considered appropriate in the circumstances of each case: 4. Provided further that where it becomes necessary to reemploy any such member beyond the end of the semester or academic session as the case may be, the Executive Council may re-employ any such member for such period as may be deemed necessary; 5. Provided also that in no circumstances such member shall be reemployed for any purposes other than those of teaching, training, research and guiding the students registered for the PhD programme. 6. Provided also that the one year short-term contract shall be subject to probation period of three months and renewal of short-term contract shall be subject to the needs and interests of the University and shall be subject to the outcome of the decision of the Vice-Chancellor made upon the recommendation of the Contract Renewal Committee, consisting of the Director of three Schools and Registrar and made at least three months in advance of the end of the contract period. Provided also that the there is no automatic right of renewal or extension or conversion into any permanent or any other post. 7. The appointing authority shall have the power to extend the period of probation of any appointee for such periods as may be found necessary, provided that if, after the extended period of probation, the appointee is neither confirmed, his / her sevices shall, on the 30th day thereafter, be deemed to have been ended. 8. The appointing authority shall have the power to terminate the services of any member of the staff without notice and without any cause assigned thereto during the period of probation. 9. The appointing authority shall have the power to terminate the services of any member of the staff in accordance with the Central Government rules. 10. An employee, holding permanent, tenure-based scale contract or short-term contractual appointment may terminate his / her engagement by giving the appointing authority three months' or one month notice, provided that the appointing authority may for sufficient reasons, either reduce this period or call upon the employee concerned to continue till the end of the academic session in which the notice is received. 11. A member of staff appointed at the University may be placed under suspension or disciplinary proceedings may be started against him / her as per the procedure made in Statutes or ordinances or in such other format as approved by the Executive Council. 12. The terms and conditions of service of temporary employees holding one year contract shall be specified in his / her letter of appointment. Regulation 11 Salary, Entitlements and Benefits 1. The salary, entitlements and benefits for the academic and teaching staff, and administrative and ministerial, appointed on direct recruitment for permanent appointment or tenure based scale contracts shall be as per the norms established by the University Grants Commission and Central Government norms. 2. The salary, entitlements and benefits for the academic and teaching staff, and administrative and ministerial, appointed on deputation against regular post with or without the provision for absorption shall be as per the University Grants Commission and Central Government norms mutatis mutandis. 3. The remuneration, entitlements and benefits for staff appointed on short-term contracts shall be as determined by the Executive Council from time to time. Regulation 12 Appointment of staff working in any other University or Organization The appointing authority may allow a teacher/ academic staff and administrative staff of the University to be on deputation or on-loan to an outside agency on such terms and conditions relating to the payment of leave and other contributions, as mutually agreed upon between the University and the borrowing authority. Regulation 13 Seniority of Service The seniority of an employee shall be determined in accordance with extant Central Government rules. Regulation 14 Removal of Difficulties The Vice-Chancellor in consultation with the Academic Council, Executive Council or the Governing Body, as appropriate, shall remove any difficulty arising out of the application of these regulations.
