Detailed Summary

The Ministry of Road Transport and Highways, under G.S.R. 819(E) dated 3rd November, 2025, has issued the Central Motor Vehicles (Fourth Amendment) Rules, 2025, exercising powers conferred by clause (d) of section 64 and section 110 of the Motor Vehicles Act, 1988 (59 of 1988). These rules follow the publication of draft amendments in G.S.R 417(E) dated 25th June, 2025, and G.S.R. 485E dated 18th July, 2025, which invited public objections and suggestions, subsequently considered by the Central Government. The amendments come into force on the date of their final publication in the Official Gazette. Key changes to the Central Motor Vehicles Rules, 1989, include: (1) Insertion of new sub-rules after rule 50(A) specifying High Security Registration Plates colour schemes for hydrogen fuel-operated vehicles, with white for all categories, green & black for transport vehicles/rent-a-cab, and blue for all categories, adhering to AIS 159 for colour specifications and CMVR 50 for dimensions. (2) Insertion of new sub-rules (4) to (7) after rule 125H(3): mandating that on or after 1st October, 2026, all N2 and N3 category haulage tractors (other than agricultural) must be fitted with Vehicle Location Tracking Devices (VLTD) compliant with AIS-140:2016 or corresponding BIS specifications. These VLTDs must integrate with RFID transceivers conforming to IS 16722:2018. Additionally, all T3 and T4 category trailers must be fitted with passive RFID tags per IS 16722:2018 for electronic identification. Furthermore, on or after 1st April, 2027, all N2 and N3 category haulage tractors must be equipped with an Event Data Recorder (EDR) as per AIS-220. (3) Insertion of two provisos at the end of rule 125D(2): stipulating that on and after 1st October, 2026, all trailers shall be fitted with 13-pin or more pin connectors as per IS 9895:2004/ISO 12098:2020, and on and after 1st April, 2027, the mechanical coupling system (fifth wheel) of all haulage tractors and trailers must conform to IS 8007 (Part 1): 2024 and IS 8007 (Part 2): 2023. The principal rules were published vide G.S.R. 590(E) dated 2nd June, 1989, and last amended vide G.S.R. 568(E) dated 20th August, 2025.

L.-33004/99 The Gazette of India CG-DL-E-08112025-267471 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 733] NEW DELHI, TUESDAY, NOVEMBER 4, 2025/KARTIKA 13, 1947 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 3rd November, 2025 G.S.R. 819(E). — Whereas, the draft rules further to amend the Central Motor Vehicles Rules, 1989 were published, as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways vide number G.S.R 417(E), dated the 25th June,2025 and number G.S.R. 485E, dated the 18th July, 2025, in the Gazette of India, Extraordinary, Part II, Section (3), Subsection (i), inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period of thirty days from the date of which copies of the Gazette containing the said notification were made available to the public; And whereas, copies of the said Gazette notification were made available to the public on 26th June,2025 and 21st July, 2025 respectively; And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by clause (d) of section 64 and section 110 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:- 1. Short title and commencement. — (1) These rules may be called as the Central Motor Vehicles (Fourth Amendment) Rules, 2025. (2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the Official Gazette. 2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred to as the said rules), in rule 50, after sub-rule (A), following sub-rules shall be inserted, namely: (B) In case of hydrogen fuel-operated vehicles, the registration mark shall be exhibited as follows:- High Security registration Plates Colour Scheme for Hydrogen fueled Vehicles +--------------------------------------+-----------------------------------------------------------------+---------------------------------------------------+ | Colour for all categories of | Colour for Transport vehicles & others is | ½ of the width of the plate | | Vehicles is White | Green & Black for Rent a Cab | size± 1 as per CMVR 50 | | | | | | | Colour for all categories of Vehicles is Blue | ½ of the width of the plate | | | | size± 1 as per CMVR 50 | +--------------------------------------+-----------------------------------------------------------------+---------------------------------------------------+ | | Length of the plate size is as per CMVR 50 | +--------------------------------------+---------------------------------------------------------------------------------------------------------------------+ | 50±2 for plate size | 500x120&340x200 | *Letter & figures shall be yellow for Transport | | | | vehicles and White for others Vehicles | | 40±2 for plate size | 200x100&285x45 | *Colour Specification is as per AIS 159 | | | | Note: All dimension are in mm. | +--------------------------------------+-----------------------------------------------------------------+---------------------------------------------------+ 3. in the said rules, in rule 125H after sub-rule(3), the following sub-rule shall be inserted namely:- "(4) On or after 1st October, 2026, all haulage tractors, other than agricultural tractors, of category N2 and category N3, shall be fitted by the manufacturer or their dealer or the respective operator, as the case may be, with Vehicle Location Tracking Devices (VLTD) compliant with AIS-140:2016 or the corresponding BIS specifications notified under Bureau of Indian Standards Act, 1986. Explanation.—For the purposes of this rule,— (a) "Category N2" means a motor vehicle used for the carriage of goods and having a maximum mass exceeding 3.5 tonnes but not exceeding 12 tonnes; (b) "Category N3" means a motor vehicle used for the carriage of goods and having a maximum mass exceeding 12 tonnes; (5) The VLTD shall be integrated with an RFID transceiver conforming to IS 16722:2018 capable of reading RFID data from the coupled trailer and transmitting it to the backend. (6) All trailers of category T3 and category T4 shall be fitted with passive RFID tags in accordance with IS 16722:2018, as amended from time to time, to enable electronic identification and pairing with tractors. Explanation.—For the purposes of this rule,— (a) "Category T3" means a category T vehicle having a maximum weight exceeding 3.5 tonnes but not exceeding 10 tonnes; (b) "Category T4" means a category T vehicle having a maximum weight exceeding 10 tonnes; (7) On or after 1st April, 2027, all haulage tractors, other than agricultural tractors, of N2 and N3 category, shall be equipped with an Event Data Recorder (EDR) as per AIS-220 as amended from time to time to capture and store critical vehicle data. The EDR shall be capable of recording parameters necessary for analysing operational events and enhancing safety monitoring." 4. In the said rules, in rule 125D, at the end of sub-rule(2) the following proviso shall be inserted, namely:- "Provided that on and after 1st October, 2026, all trailers shall be fitted with 13-pin or 13-pole or more pin connector with a suitable nominal supply voltage as per IS 9895:2004/ ISO 12098:2020 as amended from time to time. Provided that on and after 1st April, 2027, the mechanical coupling system (fifth wheel) of all haulage tractors and trailers shall conform to IS 8007 (Part 1): 2024 and IS 8007 (Part 2): 2023 as amended from time to time."
