L.-33004/99 The Gazette of India CG-DL-E-08072026-274240 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 3518] NEW DELHI, TUESDAY, JULY 7, 2026/ASHADHA 16, 1948 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 6th July, 2026 S.O. 3680(E).—WHEREAS, the Central Government under rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, may allow Aadhaar authentication on a voluntary basis by requesting entities, in the interest of good governance, promoting ease of living of residents and enabling better access to services for them; AND WHEREAS, the Ministry of Road Transport and Highways submitted a proposal as required by rule 4 of the said rules to the Central Government in the Ministry of Electronics and Information Technology, which vide O.M. No. 13(2)/2022-EG-II (Vol. II), dated the 4th November, 2020, has allowed Aadhaar authentication for the purposes of usage of digital platforms to ensure good Governance in respect of certain services provided online to the citizen; NOW, THEREFORE, in exercise of the powers conferred by rules 3 and 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, and in supersession of the notification of Government of India in the Ministry of Road Transport and Highways, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-Section (ii), vide number S.O. 4353 (E) dated the 16th September, 2022, except as respect things done or omitted to be done before such supersession, the Central Government, hereby allows the Aadhaar Authentication for the purpose of usage of digital platforms to ensure good governance, and notifies the following, namely:- 1. Any individual desirous of availing various services mentioned in para (3), online through the portal (Parivahan.gov.in or mParivahan application), is required to undergo Aadhaar authentication (on voluntary basis); Provided that any person who does not have Aadhaar number may avail such service in physical form by establishing the identity by submitting an alternative document physically with respective Authority as per Central Motor Vehicles Rules, 1989; 2. The online services made available through the designated portals has been classified under various categories, as specified in the lists under Categories (A) to (I). The manner of delivery of such services shall be through automatic mode, faceless mode or physical visit, in accordance with the standard process flow, as may be specified by the Central Government in the Ministry of Road Transport and Highways, in consultation with the State Governments and Ut Administrations. 3.
