The Ministry of Environment, Forest and Climate Change, through Order S.O. 3026(E) dated 7th July, 2025, has constituted the Maharashtra Coastal Zone Management Authority, exercising powers under Sub-section (1) and (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986). This Authority is established for a period of three years from the date of publication of this order. It comprises fifteen members, including ex-officio members from various Government of Maharashtra departments (Environment and Climate Change, Revenue, Urban Development, Fisheries, Industry), Municipal Commissioner of Greater Mumbai, Mangrove Cell, Mumbai Research of Central Marine Fisheries Research, Maharashtra Pollution Control Board, four expert members (Dr. Lakshmipura Revanasiddappa Ranganath, Dr. Milind Madhav Sardesai, Dr. Amit Ratanlal Bansiwal, Dr. Anish Pramod Andheria), and a representative from a Non-Government Organisation (Chairman, Bombay Natural History Society), with an officer from the Environment and Climate Change Department, Government of Maharashtra, serving as Member Secretary. The Authority's headquarter is in Mumbai, and its quorum is one-third of its total members. Non-ex officio members will receive allowances determined by the Central Government, and members must recuse themselves from project appraisals where they have provided consultancy services to avoid conflict of interest. Its functions include examining and recommending project proposals within sixty days in accordance with the Coastal Zone Management Plan prepared under Government of India notification G.S.R. 37(E) dated 18th January, 2019, regulating developmental activities in Coastal Regulation Zone areas, issuing directions under section 5, exercising powers under section 10, and filing complaints under section 19 of the Environment (Protection) Act, 1986. The Authority also reviews proposals for changes in CRZ classification and CZMP from the State Government, inquires into alleged violations of the Act/rules and the notification suo-moto or based on complaints, and is responsible for enforcement and monitoring of the said notification. For transparency, it must create a dedicated website to post information including meeting agendas, minutes, decisions, recommendations on violations, and the approved Coastal Zone Management Plan of Maharashtra, and must furnish activity reports to the Central Government at least every six months.

The Authority shall have its headquarter at Mumbai. 3. The quorum for the meeting of the Authority shall be one- third of the total number of its Members. 4. The member, other than Member, ex officio, shall be paid allowances as per the terms and conditions decided by the Central Government. 5. In order to avoid any conflict of interest, the Members shall recuse themselves from the meeting of the Authority, in the process of appraisal of any project, for which they have rendered any consultancy service. 6. The Authority shall take following measures for protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the Coastal Regulation Zone areas in the State of Maharashtra, namely: - (i) examine proposals received from the project proponent for approval of project proposal, in accordance with the approved Coastal Zone Management Plan prepared under the notification of the Government of India number G.S.R. 37(E), dated the 18th January, 2019 (hereinafter referred to as the said notification), as the case may be, and make recommendation for approval of project proposal to the authority concerned, as specified in the said notification, within a period of sixty days from the date of receipt of application. (ii) Regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said notification; (iii) issue directions under section 5 of the said Act as specified in the notification of the Government of India, in the Ministry of Environment, Forest and Climate Change, number S.O. 4650(E), dated the 30th September, 2022; (iv) exercise powers under section 10 of the said Act; (v) file complaint under section 19 of the said Act; (vi) examine proposals received from the State Government for changes or modifications in the classification of Coastal Regulation Zone areas and in the Coastal Zone Management Plan and make recommendations, to the Central Government; (vii) inquire and review the cases of alleged violation of the provisions of the said Act or the rules made thereunder; and (viii) inquire and review the cases of violation or contravention of the said notification suo-moto or on the basis of a complaint made by any individual or body or organisation before it. 7. The Authority shall be responsible for enforcement and monitoring of the implementation of the provisions of the said notification; 8. The Authority shall, for the purposes of maintaining transparency in its functioning, create a dedicated website, and post the information relating to its functions, including the agenda in its meeting, minutes of the meeting, decision taken in the meeting, recommendation for matters on violation, contravention of the said notification, action taken on such violation, court matter including the order of the court and the approved Coastal Zone Management Plan of the Government of Maharashtra. 9.
