Short title and commencement. - (1) These rules may be called the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Library and Information Assistant (Group ‘B’ Post) Recruitment Rules, 2023. (2) They shall come into force on the date of their publ ication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. - The number of the post, its classification and level in the pay matrix or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule anne xed to these rules. 3. Method of recruitment, age -limit, qualifications, etc. - The method of recruitment, age -limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification .– No person, - (a) who has entered into or contracted a marriage with any person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operati on of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to an y class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Trib es, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation (including Short Term Contract)/Promotion: Officer s under the Central Government or State Government or Union Territories or public Sector undertakings or recognized Universities or recognized research institutes or autonomous or statutory organizations: (a) (i) holding analogous posts on regular basis i n the parent cadre or department; or (ii) With six years of regular service in the post in the Pay Level 5 of Pay Matrix (Rs.29200 - Rs.92300) or equivalent in the parent cadre or department; or (iii) With ten years of regular service in the post in the Pa y Level - 4 (Rs.25500 - Rs.81100) / Level -3 (Rs.21700 - Rs.69100) / Level -2 (Rs.19900 - Rs.63200) of pay Matrix or equivalent in the parent cadre / department; and (b) Possessing the educational qualifications and experience: Essential: (i) Bachelors Degree in Library Science or Departmental Confirmation Committee (for considering confirmation) consists of 1. Library and Information Officer, Central Institute of Psychiatry, Ranchi - Chairman; 2. Medical Officer, C entral Institute of Psychiatry, Ranchi – Member; 3. Assistant Professor, Central Institute of Psychiatry, Ranchi – Member; 4. Chief Administrative Officer, Central Institute of Psychiatry, Ranchi or Professor, Indian Institute of Legal Metrology, Ranchi – Member. Consultation with UPSC is not necessary. Library and Information Science of a recognized University or Institute; (ii) Two years professional experience in a Library under Central/State Government or Autonomous or Statutory organization/ Public Sector Undertakings or Universi ty or Recognised research or educational Institution. Desirable: Diploma in Computer Application from a recognised University or Institute. Note 1: Departmental Library Clerk(s) in Pay Level 2 of Pay Matrix (Rs.19900 - Rs. 63200) with 10 years of regular service in the grade and possessing Bachelors Degree in Library Science or Library and Information Science of a recognized University or Institute shall also be considered along with outsiders. In case he or she is selected, the post shall be treated as hav ing been filled by promotion. Otherwise, it will be treated as having been filled by Deputation (including Short Term Contract). Note 2: The period of deputation(ISTC) including the period of deputation (ISTC) in another ex -cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age limit for appointment by deputation (including Short Term Contract) shall be Not exceed ing 56 years as on the closing date of receipt of applications. [F.
