The Indian Council of World Affairs, via F.No. ICWA/Admn/551/10/2023 dated 30th October 2023, in exercise of powers under sub-section (1) of section 26 of the Indian Council of World Affairs Act, 2001 (29 of 2001), made the Indian Council of World Affairs, Recruitment (Amendment) Regulations, 2023, effective from the date of publication; the amendment substitutes, in the Schedule to the Indian Council of World Affairs, Recruitment Regulations, 2017, the entry for serial number 1, the post of Accounts Officer (one post for 2023, Group A Non-Ministerial, Level 10 of the Pay Matrix, Rs. 56,100-177,500), specifying recruitment solely by deputation from Central Government officers holding an analogous post, or with two years' service in Level 9, or four years' service in Level 8, and possessing qualifications such as passing the subordinate accounts service examination or training in Cash and Accounts work; the deputation period, including prior deputation in another ex-cadre post, may not exceed three years, and the maximum age for appointment by deputation is fifty-six years; the principal regulations were published vide F.No. ICWA/Admn/551/24/2012 dated 25th April 2017; signed by Soumen Bagchi, Dy. No. ICWA/Admn/551/10/2023 .—In exercise of the powers conferred by sub -section (1) of section 26 of the Indian Council of World Affairs Act, 2001 (29 of 2001), the Council hereby makes the following regulations to amend the Indian Council of World Affairs, Recruitment Regulations, 2017, namely: 1. (1) These regulations may be called the Indian Council of World Affairs, Recruitment (Amendment) Regulations, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indian Council of World A ffairs, Recruitment Regulations, 2017, in the Schedule, - (A) for serial number 1 relating to the post of Accounts Officer and the entries relating thereto, the following serial number and entries shall be substituted, namely: Name of Post Number of post Classification Level in Pay Matrix Whether Selection post or non- Selection post Age limit for direct recruits Educational and other qualifications required for direct recruits Whether age and educational qualifications prescribed for direct recruits will apply in case of promotees (1) (2) (3) (4) (5) (6) (7) (8) ―1. By deputation – Officers of the Central Government - (a) (i) holding analogous post on regular basis in the paren t cadre or department; or (ii) with two years‘ service in the grade rendered after appointment thereto on regular basis in Level 9 in the Pay Matrix or equivalent in the parent cadre or department; or (iii) with four years‘ service in the grade rendered after appointment thereto on regular basis in Level 8 in the Pay Matrix or equivalent in the parent cadre or department; and (b) p ossessing any one of th e following qualifications: - (i) A pass in the subordinate accounts service or equivalent Exam conducted by any of the Organi sed Accounts Departments of the Central Government; (ii) Successful training in the Cash and Accounts Work in the Institute of Secretariat Training and Not applicable . Not applicable ‖. Management or equiva lent training course and minimum of four years of experience in Cash, Accounts and Budget work. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or other organi sation or Department of the Central Government shall not exce ed three years). Note 3: The maximum age limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of receipt of applications. SOUMEN BAGCHI, Dy.
